What you will be working on We are looking for a Product Operations Specialist to manage end-to-end delivery of ICT and digital projects, including software rollouts, infrastructure, and data and system integration across agencies. The role involves coordinating cross‐functional teams, aligning execution with product goals, and ensuring compliance with procurement and cybersecurity policies. Ideal candidates have experience in ICT/OT project management, strong stakeholder skills, and familiarity with public sector procurement. You will play a key role in tracking progress, managing vendors, and delivering outcomes on time and within scope. Key Responsibilities Plan, execute, and track projects involving software platforms, infrastructure rollouts, or cross‐agency data integrations. Define project scope, work breakdown structures, budgets, and timelines in coordination with business and technical leads. Manage cross‐functional teams, including vendors, internal engineers, and policy stakeholders. Identify and mitigate risks, resolve issues, and ensure compliance with procurement and cybersecurity policies. Track progress using appropriate tools and methodologies (e.g., Agile, PMP). Prepare reports and briefings for senior leadership, audit, and governance committees. Ensure alignment between project outputs and broader strategic or product goals. Plan and execute end‐to‐end procurement for projects, including hardware, software, cloud services, and professional services. Develop procurement strategies that align with project timelines, product roadmaps, and government procurement frameworks. Draft and evaluate tender documents, technical specifications, evaluation criteria, and contractual terms in collaboration with technical leads. Manage requests for quotation, invitation to tender, and other sourcing activities in line with public sector procurement rules. Negotiate contract terms, pricing, and service‐level agreements with vendors and system integrators. Monitor vendor performance and manage contract variations, extensions, and dispute resolution as needed. Track procurement budgets, delivery milestones, and compliance with cybersecurity, PDPA, and data residency policies. What we are looking for Bachelor's degree in Information Technology, Engineering, or a related discipline. 5+ years of experience managing ICT/OT or digital transformation projects. Experience in managing public sector ICT/OT projects is an advantage. Excellent organizational, communication, and stakeholder management skills.
