What the role is: The Assistant Manager/Manager, Transformation and Systems will be part of the team that facilitates the transformation of an enforcement division to be at the forefront of enforcement work. This is an important role that does research, conducts user interviews and discussions, performs conceptualisation of ideas, manages projects as well as data analytics to ensure the success of transformation initiatives that will contribute to achieving strategic business goals and operational objectives. At the same time, this role requires the officer to manage operations systems and service requests (SRs) enhancement to address operational problems and meet operational needs. What you will be working on: Conduct strategic engagements with internal stakeholders to facilitate discussions and identify problems/ areas where processes could be enhanced with use of technology Identify opportunities for performance improvements and conduct research into good practices and new ideas Establish contacts with other public agencies/ GovTech/ solution providers, e.g. institution of higher learning, research community and industry and collaborate with leading industry experts on possible digitalization/ technical solutions Forge partnerships with internal IT partners, research institutes, institution of higher learning & associations Conceptualise and design plans for approval on ideas as well as to seek budget funding with MOM senior management/ MOM Manages proof‐of‐concepts and pilots, leading to deployment of solutions and scaling the solutions to whole of department, if applicable Possess technical know‐how to implement projects using tools like Robotic Process Automation, data analytics programming such as python or R and can lead projects to improve work processes Prioritise and manage the execution of Systems Service Requests (SRs) and maximise the value produced by the team Recommend/support review users' needs and propose resolutions to address operational problems Engage internal and external stakeholders for expeditious buy‐in and approval (for example, data linkage, batch request), verification, information, etc What we are looking for: Fresh graduates/1 to 2 years of experience, or knowledge of design thinking and behavioural insights training, or technical skills such as programming, RPA and data analytics may apply Experience/knowledge in stakeholder engagement and project management Some knowledge of emerging technologies, e.g. IoT, robotics will be an advantage Can translate high‐level strategy into executable plans Strong analytical, problem‐solving skills and strong time management skills, including the ability to adapt, manage multiple projects simultaneously and work under pressure to meet tight timelines Good written and oral communication skills Good interpersonal skills and strong Team Player Relevant experience policy writing, planning will be an advantage About Ministry of Manpower Championing Human Potential for a Thriving SingaporeSingaporeans are at the heart of what we do.
