What the role is 1) The jobholder's responsibilities entail engaging agencies and external stakeholders on IT needs, consolidating and harmonising user requirements whilst resolving conflicts. Manage the planning and implementation of IT infrastructure, ensuring interoperability with existing technologies and adherence to project timelines and budgets. Develop post‐completion IT management plans and promptly escape and resolve disruptive issues with relevant teams and stakeholders. Implement systems to track performance, conduct assessments, establish incident response protocols, and update security measures. 2) The jobholder's responsibilities also encompass critical project management functions pertaining to SCDF requirements. These include overseeing project execution to fulfil SCDF user requirements, ensuring design and construction adhere to safety and quality standards for building portion belonging to SCDF. Monitor construction progress through regular site meetings, keeping the project on track and reporting to MHA and SCDF Senior Management. Develop comprehensive post‐completion plans for building management, including security and maintenance protocols and manage building defects post‐construction and asset capitalisation. What you will be working on 1) Engage agencies on IT needs and facilitate the integration of new technologies, while maintaining interoperability with existing technologies. 2) Manage the planning, implementation of the IT infrastructure and oversee quality assurance of IT infra during and after move in. 3) Ensure IT infrastructure project timelines and budgets are adhered to. 4) Ensure critical project management functions pertaining to SCDF requirements. 5) Ensure design and building compliance with safety and quality standards for SCDF. 6) Handle stakeholder communications. 7) Ensure construction is on track. 8) Plan the management of the building after completion (security, maintenance, etc). 9) Manage building defects post‐construction and asset capitalisation. What we are looking for a) Knowledge and skills i) The jobholder is preferred to have skills for aligning IT requirements and integrating systems across agencies including expertise in IT architecture, interoperability standards, and emerging technologies. ii) The jobholder is preferred to have knowledge of data management, cybersecurity, and technical knowledge of IT systems, ensuring integration and future‐proofing of government IT systems while meeting varied agency need. iii) The jobholder is preferred to have building and infrastructure background and experience. Possesses strong project management skills to be able to manage large‐scale construction projects, oversee design processes, and implementing sustainable practices. iv) The jobholder should be familiar with regulatory compliance, stakeholder coordination, risk management, and technology integration. v) The jobholder is also expected to demonstrate expertise in budget and timeline management, quality control, and project handover. vi) The jobholder should possess good inter‐personal skills, and conflict resolution skills, demonstrating effective negotiation, mediation, and problem‐solving to manage tensions and foster collaboration amongst the stakeholders and consultants. vii) Construction technical knowledge for quality assurance of consultants' & vendors' work and contract management with consultants, vendors and agencies. b) Experience i) A minimum of 5 years of experience in IT Infrastructure, building and project management. ii) Experience working on government projects and familiar with regulatory requirement. c) Attributes i) Strategic vision and long‐term planning capabilities. ii) Strong leadership and team management skills. iii) Excellent decision‐making and problem‐solving abilities. iv) High‐level stakeholder management expertise. v) Financial acumen and budget oversight proficiency. vi) Crisis management and risk mitigation competence. vii) Advanced communication and negotiation skills. viii) Ethical conduct and integrity in all professional dealings. About MHA – Singapore Civil Defence Force (SCDF)The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire‐fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire‐fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire‐Fighting Vehicle are some of the customised solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide‐ranging public educational programmes and community‐based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well‐trained officers and men geared to respond to all types of life‐threatening emergencies round‐the‐clock.
