Topside Engineering Manager Location: Metropolis, Buona Vista, Singapore. Engineering Management Deliver FPSO Topsides and/or Marine engineering and design within budget, schedule, and quality. Leadership Provide leading and cultivate a high-performance engineering organization delivering consistent engineering design of FPSO. Engineering & Design Systems and Change Management Build a robust engineering execution platform for delivery of detailed engineering meeting all contractual requirements. Implement engineering change management for the post-design freeze in all disciplines, including communication, tracking, and approval by the relevant stakeholders. Compliance & Communication Ensure compliance with company standards, client standards, Class Society rules, regulatory requirements, codes, and standards, and company code of conduct. Conduct engineering meetings internally with sub‐contractors, clients, and other external agencies; prepare minutes and engineering progress reports. People Management and Engineering Budget Motivate the engineering and sub‐contractor teams, provide performance feedback, forecast, and manage engineering resources. Develop engineering manpower plan, engineering software budget, third‐party study budget, and approve topside engineering‐related variation orders from subcontractors and suppliers. Engineering Resources and Problem Solving Lead in forecasting, mobilizing, and demobilizing engineering and design resources for the project. Lead in developing solutions to complex problems by analyzing, interpreting, and evaluating various precedents and data; interface with clients on problem solving. Health, Safety & Quality & Engineering Reviews Integrate safety and quality requirements in design to ensure safe operability and maintainability. Be the engineering representative for any quality issues or NCRs raised during system audits. Ensure all applicable engineering reviews are conducted and closed out timely. Decision Making and Engineering Knowledge Make timely engineering decisions based on sound engineering practice and project objectives. Understand key activities, needs of all engineering disciplines, and how they interrelate. Dispute Resolution & Risk Assessment Provide leadership in resolving disputes among stakeholders with differing priorities. Lead engineering risk assessment and ensure close‐out of actions. Lesson‐Learn, Continuous Improvement & Sub‐contractor Management Implement continuous improvement practices and manage contractor performance. Job Requirements Bachelor’s Degree in Engineering or equivalent; minimum 20 years’ experience in onshore/offshore oil & gas or FPSO lines; MS degree plus minimum 15 years of relevant experience. Minimum 1 full‐cycle FPSO experience. Strong communication with construction sites and commissioning teams; manage technical queries and changes. Client‐management skills. Comprehensive knowledge of interfaces between topside and marine engineering and related disciplines (process, mechanical, piping, structure, electrical, telecom, instrumentation, marine). Knowledge of sequencing of engineering activities. Capability to review engineering deliverables and understand document types for each department. Ability to define design concepts considering HSE, constructability, operability, and maintainability. Familiarity with applicable standards and regulatory requirements. Organize meetings and liaise with client and class teams to resolve issues. Basic understanding of field operating conditions (pre‐salt, H2S). Understand FPSO design from operability & maintenance perspective. Interpret total project life‐cycle cost and benefit during FEED & EPC phases.
