What the role is: The People Strategy team aims to drive manpower attraction and retention strategies to build a manpower pipeline of talents and leaders in the Social Service sector. Through the Social Service Tribe, a sector brand to raise awareness of careers in social service, the target audiences for engagement include (a) the Public in general, (b) Students in Institutes of Higher Learning, (c) Mid-Careerists, and (d) other social service professionals. As a Manager, you will be responsible for leading and planning key programmes/initiatives or talent schemes targeted at recruitment of talents and aspirants to the sector, providing central coordination and management of talent schemes, as well as building and maintaining strong partnerships with social service agencies. What you will be working on: Understand the Social Service landscape, target audience (Potential entrants, Social Service Agencies, and Professionals), Stakeholders, and execute planning and review of respective work areas and annual work plans. Develop and implement strategies and initiatives to build a manpower pipeline for the social service sector, particularly managing manpower schemes that include recruitment of talents, programme management, and manpower development. Create or identify programmes, events, and platforms including workshops, seminars, and award ceremonies for talent attraction efforts through manpower initiatives. Facilitate, organise, and conduct outreach activities and events to promote career opportunities in the sector. Establish partnerships with employers (SSAs), training institutions, and other relevant agencies on the sector’s recruitment needs. Manage budget and utilisation of projects under charge in adherence to finance and audit requirements, including performing the required administrative functions in terms of raising Gebiz, PO, PRS, etc. for areas related to the projects managed. Maintain and review the necessary systems and operating procedures in administration of schemes/programmes to support attraction and retention of workers in the sector. Build and maintain strong partnerships with key stakeholders (internal & external), partners, vendors, and talents for intended outcomes. Any other duties assigned by the reporting officer. Experience: Minimum 3 years of working experience, preferably with relevant work experience in project/event management, relationship management, recruitment/placement, and promotion/outreach work.
