The role is based at Metropolis, Buona Vista, Singapore. Commissioning Planning & Preparation Attend supplier kick‐off meetings to roll out package related commissioning requirements. Review supplier documents, review ITR assignment and provide inputs for commissioning schedule. Prepare commissioning system boundary, procedures and deliverables. Analyze and highlight shortfalls in complex commissioning deliverables, addressing them with the team. Develop onshore and offshore commissioning procedures. Support in developing project deliverables as per project & client requirement. Incorporate Class / SCE & process safety performance standard verification activities in commissioning deliverables. Prepare & review company development work methodology / procedures. Assist the Commissioning Manager and Project Engineer in preparing required tools, utilities and others for the assigned system. Review / develop / approve commissioning schedule for execution. Review / develop / approve commissioning scope of work to engage third‐party services. Identify and manage resource requirements to meet schedule and targets. Evaluate third‐party services engagement (technical) for commissioning scope. Commissioning Execution Lead site execution team on pre‐commissioning and commissioning activities for assigned systems, managing interfaces with Construction and Pre‐Operations teams. Ensure adherence to Operations safe system of work for all assigned system commissioning scope of work. Act as responsible commissioning engineer (owner) for major systems in the area. Manage commissioning PTW, engineers, technicians, operations support and CLASS witness to execute approved procedures, sign off test reports and support for system dossier completion until handover. Attend FAT & SAT as required by projects. Carry out commissioning of assigned systems, functional tests and system certification with Class Society. Verify and close out all safety critical elements associated with commissioning. Ensure all regulatory and statutory testing and requirements are performed and records maintained. Maintain commissioning records of site observations, testing processes and checklists. Perform risk assessment for the commissioning scope and conduct toolbox meetings. Ensure technicians carry out commissioning activities safely and in controlled manner in accordance with site procedures and PTW requirements. Ensure preservation & maintenance activities performed as per company procedure during commissioning phase. Plan, manage schedule & targets of the project. Execute pre‐commissioning and commissioning as per procedure and sign off respective documents with client representative for system closure. Prepare timely and accurate technical reports for management. Perform offshore commissioning / assist facility startup. Lead the team to perform start‐up offshore following the start‐up procedure, stabilization and performance testing. Conduct audits of procedures, safety practices and documentation/records with reference to corporate standard procedures to ensure compliance and identify gaps and training enhancement requirements. Commissioning Coordination Work closely with MC Coordinator, Commissioning Coordinator for timely completion of ITRs, mechanical completion and commissioning completion. Coordinate with construction team, MC coordinator, commissioning engineers and external vendors. Interact with other engineering departments to obtain engineering and vendor documents & details. Deal independently with regulatory authorities, class, vendors and clients regarding commissioning deliverables and develop technical solutions. Participate in project team meetings to review progress and address interface/implementation/execution issues. Coordinate functional testing of commissioned systems and engage Operations team when required. Identify elements of project design, contract and commissioning that may give rise to disputes and provide technical inputs and directions to mitigate the issues. Interact with suppliers / subcontractors / yards / client for site execution support. Provide lessons learned / improvement opportunities based on project experience. Incorporate best practices / improvement opportunities from past project experience. Commissioning Services & FSR Management Ensure subcontractor / FSR / third‐party services are completed as per planned schedule. Relationship Responsibilities Reporting shall be as per corporate / project organization chart. Develop relationships with client technical or service personnel. Maintain good relationships with team members and motivate as required. Willingness to work and train others in a team environment, assisting other multi‐cultural and inter‐departmental team members. Discipline Specific - Electrical Comprehensive knowledge on functionality & troubleshooting of electrical systems. Certified in ATEX or equivalent.
