Job Summary

We are seeking an accomplished Talent Acquisition and Learning Specialist to spearhead staff development, talent management, employee engagement, and HR compliance matters within our organization.

This role plays a pivotal part in building a capable, agile, and engaged workforce aligned with the organization's strategic objectives.

Key Responsibilities:

  • Collaborate with key stakeholders to develop and review staff development plans aligned with organizational objectives and evolving sectoral needs.
  • Implement and drive strategies, policies, and processes to foster a strong learning culture.
  • Conduct learning needs analysis and evaluations, and propose upskilling and reskilling programs to meet current and future capability gaps.
  • Develop, implement, and maintain a competency framework that supports career development.
  • Collaborate with departments to embed competencies into learning pathways.
  • Design and implement leadership development programs to build a robust internal leadership pipeline.
  • Execute feedback programs for leadership development and employee growth.
  • Procure and manage external supervision/coaching programs to meet learning needs.
  • Organize and manage in-house training sessions and staff induction programs.
  • Oversee training administration and logistics.
  • Administer industrial attachment programs for interns.
  • Manage training budgets and administer grant schemes to optimize learning investment.
  • Monitor, evaluate, and enhance learning initiatives and programs.
  • Track key learning indicators and provide regular reports to drive continuous improvement.

Required Skills and Qualifications

  • Degree in HR, L&D, Organizational Development or a relevant discipline from a recognized institution.
  • Professional certification in L&D is advantageous.
  • Minimum of 6 years' relevant experience in L&D, with at least 2 years in a managerial role.
  • Experience in designing and implementing L&D strategies, competency frameworks, and leadership development programs.
  • Ability to conduct learning needs analysis and implement feedback tools.
  • Excellent interpersonal and communication skills; a strong team player with the ability to work independently and collaboratively.
  • Experience in the social service or non-profit sector is a plus.
