
Senior Construction Safety Specialist

The Construction Safety Manager is responsible for developing and implementing safety policies and procedures to ensure a safe working environment for all employees, subcontractors, and visitors on-site.
- Safety Management & Policy Development:
- Develop and maintain safety policies, procedures, and guidelines in compliance with local regulations and industry standards.
- Conduct regular safety reviews and assessments of project sites to identify potential hazards and recommend corrective actions.
- Ensure compliance with Singapore's Workplace Safety and Health Act (WSH) and other relevant regulations.
- Site Safety Inspections & Audits:
- Conduct daily site safety inspections to ensure that safety measures are being followed and that all equipment, tools, and materials are in safe condition.
- Identify unsafe practices and conditions, and take immediate corrective action to mitigate risk.
- Organize and lead periodic safety audits and inspections with government bodies, consultants, and clients.
- Risk Assessment & Hazard Control:
- Perform risk assessments and hazard analyses for new and ongoing projects.
- Develop and implement control measures to mitigate safety risks associated with construction activities.
- Ensure that appropriate safety equipment, such as personal protective equipment (PPE), is available and being used correctly on all projects.
- Safety Training & Awareness:
- Organize and conduct safety training and toolbox talks for all on-site personnel to ensure they are aware of potential hazards and safe work practices.
- Provide guidance and mentorship to employees and subcontractors on maintaining a safe work environment.
- Stay up-to-date with the latest safety trends, technologies, and regulatory changes, and incorporate them into training programs.
- Incident Investigation & Reporting:
- Investigate workplace accidents, injuries, and near-misses to identify root causes and recommend corrective actions.
- Prepare detailed incident reports and submit them to relevant authorities, including the Ministry of Manpower (MOM) and other regulatory bodies.
- Monitor the implementation of corrective actions to ensure that safety issues are addressed in a timely and effective manner.
- Collaboration with Project Teams:
- Work closely with project managers, engineers, and subcontractors to integrate safety into the planning and execution of construction activities.
- Provide ongoing safety advice to project teams to ensure risk mitigation is maintained throughout the project lifecycle.
- Assist in the development of safe work methods, procedures, and emergency response plans for all construction activities.
- Compliance & Documentation:
- Ensure all required safety documentation, including permits, risk assessments, safety plans, and reports, is completed accurately and on time.
- Maintain records of safety training, inspections, and incident reports for auditing purposes.
- Liaise with relevant authorities and ensure compliance with all local and national safety regulations and guidelines.
Required Skills and Qualifications:
- Education:
- Degree or Diploma in Occupational Health and Safety, Civil Engineering, or a related field.
- Experience:
- At least 5 years of experience in construction safety management, preferably in hotel, commercial, or residential projects.
- Certifications:
- Registered Workplace Safety and Health (WSH) Officer with the Ministry of Manpower (MOM) in Singapore.
- NEBOSH (National Examination Board in Occupational Safety and Health) certification or similar health and safety qualification is an advantage.
- Certificate in Construction Safety Management (CSM) or other relevant safety qualifications will be highly valued.
- Skills:
- In-depth knowledge of construction safety regulations, including the WSH Act, Workplace Safety and Health Guidelines, and other local regulations.
- Ability to conduct risk assessments, safety audits, and safety training sessions.
- Strong leadership, communication, and interpersonal skills to manage teams and communicate effectively across all levels of the organization.
- Ability to handle pressure, make quick decisions, and resolve safety issues in a timely manner.
- Proficient in safety management software and tools, as well as Microsoft Office Suite (Word, Excel, PowerPoint).
