Job Description:

We are seeking an experienced Construction Estimator to join our team at MCE CONTRACT SERVICES PTE. LTD.

The ideal candidate will have a degree in Quantity Surveying, Construction Management, or a related field and possess strong knowledge of construction contracts, cost control procedures, and repair work methodologies.

Key Responsibilities:

  • Cost Estimation and Budgeting: Prepare detailed cost estimates for repair works, including labor, materials, equipment, and subcontractor costs. Develop and manage project budgets, ensuring that repair works are completed within allocated financial resources.
  • Tendering and Procurement: Prepare tender documents for repair works, ensuring they align with project specifications and legal requirements. Assist in the selection of subcontractors and suppliers by evaluating quotes and negotiating prices. Manage the procurement process, ensuring materials and services are sourced at competitive rates.
  • Contract Management: Advise on the selection and preparation of contracts, ensuring they comply with relevant standards and regulations. Administer contracts for repair works, ensuring all terms and conditions are met. Monitor contractual obligations to ensure timely and cost-effective completion of repair projects.
  • Cost Control and Monitoring: Track project costs, identifying areas where cost savings can be achieved without compromising quality or safety. Prepare regular financial reports, including cost forecasts and final accounts. Analyze project performance and take corrective action if necessary to avoid cost overruns.
  • SITE Inspections and Measurements: Conduct site visits and inspections to assess the scope of repair works and ensure that repair activities are progressing as planned. Measure quantities of work completed for payment and billing purposes. Ensure that work is completed in line with contract specifications, quality standards, and safety requirements.
  • Variation Management: Assess and price any variations to the original scope of work. Prepare and submit variation orders to clients or contractors, ensuring that all costs are documented and justified. Negotiate variations with contractors and clients, ensuring that both parties are in agreement before work proceeds.
  • Risk Management and Dispute Resolution: Identify and assess risks related to cost overruns, delays, and unforeseen issues during repair works. Develop strategies to mitigate risks and resolve potential disputes between stakeholders (clients, contractors, and suppliers). Assist in managing and resolving disputes related to costs, timelines, or contract terms.
  • Reporting and Documentation: Provide regular updates to project stakeholders regarding cost performance and project status. Maintain accurate records of all project-related documentation, including cost estimates, change orders, invoices, and payments. Prepare final accounts for completed repair works, ensuring that all financial details are properly documented and reconciled.
