Job Overview

We are seeking an experienced Operations Manager to join our team at OUB Centre Limited. The ideal candidate will be responsible for ensuring the efficient management of building services and tenant management operations, delivering exceptional standards in a Grade A office building.

Key Responsibilities
  • Assist in developing plans and managing daily operations to achieve outstanding performance and meet service level agreements.
  • Develop policies to enhance operational efficiency and productivity.
  • Implement and improve Standard Operating Procedures (SOPs) and Business Continuity Plans (BCP).
  • Foster effective communication within the team and with stakeholders to achieve assigned Key Performance Indicators (KPIs).
  • Review contracts to ensure cost-effectiveness and competitiveness.
  • Manage capital replacement works, asset enhancement initiatives, and maintenance repair/replacement projects.
  • Liaise with government authorities and consultants on regulatory requirements.
  • E nsure compliance with building and statutory regulations.
  • Ensure safety and health procedures are in place according to relevant laws and regulations.
  • Prepare budgets for operating expenses (OPEX) and capital expenditures (CAPEX), managing annual maintenance and expenditure within approved limits.
  • Conduct tender exercises for OPEX/CAPEX works such as replacements, upgrades, or redevelopment projects, managing timelines accordingly.
  • Draft approval papers for OPEX/CAPEX requests.
  • Manage service providers and their processes supporting core business functions.
  • Monitor service provider quality, ensuring high standards of maintenance and operational efficiency are achieved.
  • Administer contractual obligations and timely renewal of maintenance contracts.
  • Plan and organize preventive maintenance for facilities-related works.
  • IDentify defects or irregularities and ensure rectification works are completed.
  • Plan building inspections.
  • Develop facilities-related emergency plans.
  • Propose building improvement strategies, suggest rectification and preventive works/programs, and champion ad-hoc projects when required.
  • Maintain and improve the Fit-Out Guide.
  • Manage tenants' services requirements.
  • Plan tenancy-related works, e.g., fit-out, additions & alternations, reinstatement, moving in/out, etc.
  • Coordinate with other departments for sub-division or tenancy improvement works for retail and office units.
  • Ensure proper handing over and taking over of premises to/from tenants with documentations and as-built drawings.
  • Maintain and update building records.
  • Manage the tenant survey process.

Requirements

  • Degree in Facilities Management with at least 3 years of supervisory experience in Grade A office buildings.
  • Competent in reading and understanding technical/structural drawings, e.g., as-built drawing.
  • Experience in sustainability practices, Green Mark Accredited Professional.
  • Strong written and verbal communication skills.
  • Good knowledge of statutory requirements/codes of practice on building services, facility operations, maintenance, and safety.
  • Possessing excellent analytical, problem-solving, and project management skills.
  • Able to start work within short notice.
Benefits and Salary

The successful candidate can expect a competitive salary range of SGD $80,000 - $120,000 per annum, commensurate with experience, plus benefits and opportunities for professional growth.
