Job Description:

The Lead Resident Technical Officer is a key representative for clients on construction sites. This role requires the ability to read and interpret architectural drawings and details of construction projects, ensuring that these projects adhere to contracts and regulations.

The Lead Resident Technical Officer works under the control and direction of appointed Qualified Persons when carrying out duties for assigned projects. They work indoors at project site offices and may also work outdoors at project construction sites as required.


Main Responsibilities:
  • Supervise construction works to maintain quality control and ensure adherence to project specifications, design intent, approved drawings, and site instructions from supervising qualified persons and project consultants/clients.
  • Evaluate contractors' work to ensure compliance with prevailing regulations set by building authorities and government agencies in Singapore.
  • Inspect materials and workmanship of construction work, perform tests to check material quality, and review project drawings and specifications to identify discrepancies or potential problems.
  • Attend meetings with qualified persons and project consultants/clients, assist in preparing progress reports, and perform other ad hoc duties as directed.

Required Skills and Qualifications:

Degree in Civil & Structural (C&S) Engineering or National Construction Certificate of Supervision (NCCS). Additionally, being accredited as a C&S Resident Technical Officer by the Institution of Engineering Singapore (IES) or Association of Consulting Engineers Singapore (ACES) is essential.

A minimum of 5 years' experience in site supervision of HDB BTO projects is required. Good knowledge and experience in Architectural, Civil & Structural, and M&E works are also necessary. Holding a certificate in BCSS (Building Construction Safety Supervision) or similar construction-safety certification is beneficial.
