Job Title: Senior Estimation Manager - Oil & Gas Industry Expert

About the Role:

  • As a seasoned Senior Estimation Manager, you will be responsible for leading and directing estimating resources to propose effective costing strategies through the review and analysis of completed projects and global cost data.
  • You will ensure that the Estimation & Analysis team personnel possess correct skills, receive appropriate training, and are up-to-date on the latest methods and procedures.
  • The role requires reviewing tender specifications to generate accurate costing in line with project requirements.
  • You will lead post-mortem analysis of costs based on data collected from completed projects and conduct lessons learned on unsuccessful tenders.
  • You will also lead vendor and customer techno-commercial clarifications and negotiations with Procurement/Subcontracting teams and Marketing teams respectively.
  • Develop and implement effective business processes within the E&A team to ensure accuracy and credibility in estimation of costs.
  • Rfine and reconfigure estimating and analysis business processes for applicability at the project level.
  • Set up a robust bid analysis system to evaluate cost estimates by trades, categories, cost codes etc.
  • Lead implementation of cost estimating strategies including direct labour, materials, permanent equipment, construction equipment, project conceptual layout, outsourcing etc.
  • Ensure preparation and submission of accurate cost estimations, cost summaries and bid analysis in a timely fashion.
  • Triangulate cost estimates, actual past project costs and proposed basis for costing strategy for discussion with senior management.
  • Setup and preserve database system for project cost estimates versus actual project costs working with various company functions.
  • Review project plans and specifications ensuring effective coordination between E&A team and other departments.
  • Identify and evaluate all cost-related technical issues in projects.
  • Comprehensively review and complete bid forms to ensure they meet given specifications.
  • Closely monitor tender results and update the tender register accordingly.
  • Conduct tender costing review with senior management and tender committee for approval.
  • Prepare and issue project budget for commercial handover to Project Managers and Production upon project award.

About You:

  • Bachelor's Degree in any Technical discipline.
  • Minimum 10 years of commercial experience with roles in cost estimation and/or quantity surveying preferably in Singapore marine and offshore industry.
  • Experience in fabrication of Oil & Gas process modules, structures and skids is preferred.
  • Strong analytical and problem-solving skills are required.
  • Good written and verbal communication skills are essential.

Work Location and Benefits:

West (company transport is provided in selected MRT stations) with a competitive salary range of SGD $120,000 - $180,000 per annum. A 5-day workweek (Mon-Fri, 8am to 5:30pm) offers an excellent work-life balance. Only shortlisted candidates will be contacted.*
