Job Title: M&E Specialist

Key Responsibilities
  • Site Supervision: Collaborate with the M&E Engineer and Superintending Officer to ensure quality construction works on site.
  • Quality Control: Verify installation methods, testing, commissioning, and materials used comply with design intent, approved drawings, specifications, and relevant codes of practice or manufacturer's instructions.
  • Site Coordination: Liaise with contractors, sub-contractors, Resident Engineers, and other Resident Technical Officers to coordinate site works and resolve M&E issues.
  • Progress Reporting: Monitor work progress on-site, verify contractors' progress reports, and present the report to Consultants for evaluating progress payment claims.
  • Payment Verification: Verify contractors' progress payment claims in terms of work done and materials/equipment delivered and stored at site.
  • Meetings and Inspections: Attend site meetings, client/consultant meetings, technical meetings, user group meetings, site inspections, testing, and commissioning.
  • Documentation: Maintain proper and updated daily records of all works done, including tests, inspections, T&C, status of work, safety, site diary, material, equipment delivered to and on site, labour, dayworks, provisional quantities, etc.
  • Rectification Work: Compile Punch List or Defect List with contractors and ensure they carry out rectification work diligently to clear all defects during the Maintenance Period.
  • OH&S Awareness: Be aware of potential and actual OH&S hazards at the workplace and communicate to the PM when aware of any irregularities. Ensure individual OH&S obligations by using appropriate safety gear, observing safety rules/regulations/procedures, and attending relevant site safety trainings.
Requirements
  • Education: Diploma in Electrical/Mechanical or Building Services Engineering from a local Polytechnic or equivalent tertiary institution.
  • Work Experience: Minimum 8 years of M&E work experience as a Resident Technical Officer; past work experience in healthcare/residential/institutional projects preferred.
  • Knowledge: Conversant in local construction practices and codes for ACMV, electrical, fire protection, plumbing, and sanitary services.
  • Coordination Skills: Good coordination skills, especially in interfacing M&E works with architectural and C&S works.
  • Analytical Ability: Good analytical ability with strong verbal and written communication skills.
  • Personal Qualities: Self-motivated, proactive, and team player.
