Job Title: Senior / Research Specialist, Sector Research & Evaluation

We are a dynamic and innovative research division in the Singapore Public Service, seeking a highly skilled Research Specialist / Senior Research Specialist to join our team. As a key member of our evaluation team, you will play a crucial role in driving evidence-based decision-making in the social service sector.

Key Responsibilities:
  • Contribute to the development of our evaluation framework, aligning it with other sector frameworks and ensuring its effective implementation.
  • Conduct comprehensive reviews of evidence on programs in the social service sector, identifying best practices and areas for improvement.
  • Engage with social purpose entities to onboard them onto our evaluation framework, providing guidance and support throughout the process.
  • Develop and implement sector-, fund-, and program-level evaluation and implementation science projects, leveraging evidence and analysis to inform decision-making.
  • Lead detailed data analysis to evaluate program effectiveness, improve operational processes, and inform funding allocation decisions.
  • Support the development of logic models and theories of change for our initiatives, ensuring a clear understanding of program goals and outcomes.

  • Analytical and critical thinker, with expertise in program evaluation and research methods.
  • Proficient in the use of analytic software, such as SPSS, R, or Stata.
  • Strong project management and organizational skills, with experience in tailoring written communication to diverse stakeholders.
Experience:

Experience in the social service sector and/or policy work is highly valued, but not required. We encourage applications from candidates with a strong background in research and evaluation, as well as those with a passion for driving positive change in the social service sector.
