Job Description:

The Director of Infrastructure Finance Systems will lead the implementation of a new central finance system serving four infrastructure-intensive statutory boards. This role involves overseeing the commissioning and delivery of the system, ensuring effective governance and management.

This position requires strategic direction, oversight, and leadership to ensure successful project delivery, alignment with objectives, and end-to-end project phases including planning, tendering, implementation, and maintenance.

Responsibilities:
  • Lead and manage the CFS project team as designated Business Owner
  • Provide strategic direction and oversight for the successful delivery of the CFS project
  • Oversee end-to-end project phases including planning, tendering, implementation, and maintenance
  • Work with GovTech to build and develop a team with ops-tech capabilities and in-source Application Maintenance Services within AGD/FT
  • Engage senior stakeholders to align project outcomes with strategic, financial, and operational priorities
  • Reconcile statutory boards' needs and systems' data capabilities to ensure systems could be fully leveraged to meet statutory boards' needs
  • Drive change management initiatives to ensure smooth adoption of new financial processes, systems, and practices
  • Chair key committees and forums to monitor progress, resolve issues, and drive project decision-making
  • Foster a culture of innovation, continuous improvement, and professional excellence
  • Champion talent development and build a high-performing finance transformation team, providing mentorship, guidance, and support to drive successful outcomes

Requirements:

Tertiary qualification in Accountancy, Finance, or related disciplines. CA (Singapore) qualification is advantageous. Minimum 15 years of proven experience in leading large-scale finance transformation programs, ideally within infrastructure or public sector domain.
