Role Summary:\

Tony Blair Institute for Global Change is hiring a Senior Advisor to develop and lead the Institute's client-facing offer on data-driven governance in the public sector.

\

The successful candidate will bring political acumen and be able to convincingly engage senior officials on the transformative power of data-driven governments.

\

A strong understanding of data interoperability, standards, and architecture in the public sector, as well as experience advising governments or directly applying insights from data into a public sector context, is required.

\

Key responsibilities include designing and implementing data governance and infrastructure, providing expert input on ethical and secure use of data, capacity building and institutional strengthening, insight generation and analytics, stakeholder coordination, and delivery support.

Required Skills and Qualifications:\
  • \
  • Technical skills: data strategy & governance, data lifecycle management, metadata and data cataloguing, quantitative analysis, data visualization, experience with data analysis tools (R, Python, STATA/SAS) for policy-related analysis\
  • Digital infrastructure and interoperability: APIs and system integration for secure data sharing across ministries, enterprise architecture awareness across government departments, cloud platforms experience (AWS, Azure, GCP) in low-resource settings\
  • Ethics, privacy, and regulatory frameworks: data privacy laws & compliance (GDPR and related laws) and government data use, ethical use of data and AI: transparency and accountability, risk management and cybersecurity basics for public digital infrastructure\
  • Public sector use cases & policy understanding: domain expertise across health, education, social protection, economic development, experience with M&E systems and performance monitoring for service delivery\
