Job Description

We are seeking an experienced Senior Programme Manager to join our team at Liberté HR Services PTE. LTD. This is a key leadership role that involves overseeing the implementation of programmes and services to families in need.

As a Senior Programme Manager, you will be responsible for strategic planning, programme development, staff management, and ensuring the highest standards of service delivery. You will lead outreach and advocacy initiatives to address community needs and promote resource access.

About the Role:

  • Strategic Leadership and Management: Support the development and execution of policies and procedures, contribute actively to decision-making processes, assist in manpower planning and workload distribution, supervise and mentor senior social workers and other staff, oversee performance management, and facilitate professional staff development.
  • Community Engagement and Development: Conduct community needs assessments, build and maintain strong relationships with key stakeholders, represent the agency in community and professional networks, lead outreach and advocacy initiatives, and identify service gaps.
  • Casework and Supervision: Provide oversight and guidance for complex and high-risk cases, including supervision of case reviews and documentation through systems, offer clinical supervision and support to social workers, and ensure adherence to best practices in service delivery.
  • Research and Evaluation: Identify and oversee research projects to enhance service delivery, co-lead program evaluations, measure impact, inform strategic planning and programme development, and ensure alignment with the organization's strategic goals and service delivery standards.
  • Administrative and Operational Support: Assist with day-to-day operational management, including budgeting, resource allocation, and facilities oversight, ensure timely and accurate reporting, and maintain comprehensive documentation of service activities.

About You:

  • A Bachelor's degree in Social Work / Psychology / Counselling or related discipline.
  • Postgraduate qualification in Management / Human Resource / Public Administration preferred.
  • Minimum of 8 years of relevant experience, including a proven track record in social service organisations and programme management.
  • Strong leadership and team management skills with a demonstrated ability to mentor and develop staff.
  • Excellent interpersonal and communication skills, both written and verbal.
  • Proficient in strategic planning, implementation, and resource management.
  • Up-to-date knowledge and expertise in social work practices and ethical standards.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Highly organised, with effective time management and multitasking skills.

Salary Range: $80,000 - $120,000 per annum.
