Mechanical Facilities Manager

As a Manager (Mechanical), you will report directly to the Senior Manager of Corporate Facilities Management.

Key Responsibilities:

Facility Management

  • Oversee the effective and economical management of facilities within Singtel's property portfolio.
  • Develop, support, and implement comprehensive facility management strategies for all mechanical and electrical systems and services.
  • Execute preventive, corrective, and predictive maintenance programs for all mechanical and electrical systems to ensure optimal service availability.
  • Manage all contractual obligations related to maintenance agreements, including facilities management, building management systems, generator sets, and improvement projects.
  • Prepare and oversee budgets (OPEX & CAPEX) for mechanical and electrical systems.
  • Supervise and guide outsourced service providers to maintain high standards in daily facilities management and maintenance operations.
  • Ensure team performance aligns with key performance indicators (KPIs).
  • Adhere to standard operating procedures and recommend workflow or process enhancements.

Contractor Management

  • Ensure contractors and vendors complete repair, maintenance, and upgrade tasks within established timelines and quality standards.
  • Foster and maintain strong relationships with stakeholders, contractors, and vendors.

Technical Expertise

  • Identify and resolve issues related to facilities, proposing effective solutions as they arise.
  • Plan, conduct, and supervise inspections, following up on necessary replacement or rectification work.
  • Review contract specifications to ensure cost efficiency and competitiveness.
  • Provide technical guidance to users regarding workplace safety and health, keeping them informed about building and facilities activities.
  • Develop and implement emergency response plans related to property management.
  • Assess design documents and offer insights for technical options and improvement solutions.
  • Conduct technical evaluations of existing installations and create long-term investment strategies.
  • Serve as a subject matter expert in mechanical-related operations.

Compliance and Safety

  • Collaborate with authorities to ensure compliance with building statutory requirements and all relevant legislation, including fire safety and environmental regulations.
  • Work with workplace safety and health managers to develop fire evacuation plans and organize fire drills as mandated by the Fire Safety Authority.
  • Investigate incidents and recommend preventive measures for service disruptions, accidents, and fire incidents.
  • Ensure adherence to all energy-related regulatory requirements.
  • Obtain and maintain BCA Green Mark certification.

Sustainability and Green Initiatives

  • Lead Singtel's green initiatives, manage renewable energy projects, and coordinate corporate social responsibility reporting (e.g., water and electricity consumption).

Ideal Candidate Profile:

  • Green Mark Certification.
  • Minimum of 7 years of relevant engineering experience.
  • Ability to work independently with minimal supervision.
  • Familiarity with building codes and fire regulations.
  • Strong project management and organizational skills.
  • Knowledge of applicable design considerations, operating conditions, life cycle costs, and standards such as IEC, ASHRAE, BCA Green Mark, and SS.
  • Proficient in monitoring and troubleshooting building control systems.
  • Excellent customer service skills.
  • Strong interpersonal and negotiation abilities, as the role requires extensive cross-functional collaboration.
  • Ability to recognize changing needs and environments and respond effectively.
  • Bachelor's degree in Mechanical Engineering or a related field.
