Job Summary:

The M&E QA/QC Engineer will assist the QA/QC Manager in the M&E and piping works for the Integrated Waste Management Facility project. This role requires a proven track record with excellent communication skills and strong technical knowledge of mechanical, electrical, structural, and piping systems installation, as well as substantial hands-on project quality documentation and turnover experience in the construction sector.

Key Responsibilities:
  • Conduct site audits on sub-contractors/vendors.
  • Ensure adequate equipment and facilities for product quality verification.
  • Administer controlled documents effectively.
  • Quality control of sub-contractors.
  • Daily coordination of site work activities on piping and equipment installation.
  • Liaise with client inspectors/authenticated inspectors to ensure project requirements are met.
  • Resolve quality issues with sub-contractors/vendors and follow up on corrective actions.
  • Verify purchased products in vendor premises according to contracts.
  • Monitor and control quality of purchased products.
  • Ensure identification and traceability of incoming, in-process, and finished products.
  • Establish and control workmanship criteria.
  • Monitor and control quality of special processes performed.
  • Ensure inspections, tests, and identifications are carried out according to quality plans or documented procedures.
  • Ensure inspection and test equipment are properly calibrated and controlled.
  • Control nonconforming materials and products.
  • Investigate nonconforming product causes and implement corrective actions.
  • Analyze quality reports and customer complaints, taking adequate corrective actions.
  • Store and maintain quality records properly.
  • Define quality requirements for service and installation of products.
  • Maintain statistical techniques to control product and process quality.
  • Compile Manufacturing Data Reports (MDRs).

Requirements:
  • Bachelor's degree in Mechanical, Electrical, or a related field.
  • 5 years QAQC experience in EPC projects.
  • Knowledge of Inspection of Pressure Vessels, Piping, FRP tanks, Rotating equipment, and Non-Destructive Tests.
  • Ability to read, understand, and interpret technical requirements, quality procedures, drawings, and P&ID.
  • Detail-oriented and strong communication skills with ability to work with people from all levels.
  • Desirable: Experience in wastewater, desalination, water utility, incineration, power plant packages.
  • Comfortable in a fast-changing environment, able to multitask and cope with ambiguity.
  • Strong communication, interpersonal, and influencing skills.
  • Strong verbal and written communication skills (English and preferably Mandarin).
  • Independent and self-motivated, with strong personal drive to initiate and implement.
  • Good knowledge of documentation procedures.
  • Hands-on experience with pressure vessel, PED, and MOM requirements, EN standards.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint).
  • Ability to multitask and adapt to rapidly changing project requirements/timelines.
  • Meticulous and analytical, with excellent problem-solving skills.
  • Able to work under tight deadlines.
