Procurement Specialist Job Description

We are seeking an experienced Procurement Specialist to join our team.

Job Summary:

The Procurement Specialist will be responsible for preparing and coordinating tender submissions, developing and presenting project plans to clients, conducting meetings with clients to discuss their needs and preferences, managing project budgets, negotiating contract terms, ensuring all contractual obligations are met, collaborating with project teams to ensure seamless communication and coordination, addressing any unexpected costs or issues that arise during project execution, participating in site meetings to monitor progress and address any concerns, acting as the primary point of contact for clients, site managers, and project managers, working with third-party vendors to facilitate smooth operations and effective communication, guaranteeing construction projects meet established technical standards, maintaining open communication channels with technical and financial staff, subcontractors, legal teams, and client representatives, leading and supporting a team of quantity surveyors, providing guidance and resources as needed, continuously reviewing project contracts, identifying potential risks and recommending mitigation strategies, resolving contractual disputes and ensuring thorough consideration of legal implications, coordinating the preparation of quotations, analyzing and evaluating costs for tenders, compiling and submitting reports on project status, highlighting key milestones and achievements.

Key Responsibilities:

  • Procurement Management:
  • Prepare and coordinate tender submissions, including drafting proposals and contracts.
  • Develop and present project plans to clients, outlining timelines, budgets, and resource requirements.
  • Conduct meetings with clients to discuss their needs and preferences.
  • Manage project budgets, ensuring timely and cost-effective delivery of projects.
  • Negotiate contract terms, working closely with clients to reach mutually beneficial agreements.
  • Ensure all contractual obligations are met, aligning with corporate goals and objectives.
  • Project Coordination:
  • Collaborate with project teams to ensure seamless communication and coordination.
  • Address any unexpected costs or issues that arise during project execution.
  • Participate in site meetings to monitor progress and address any concerns.
  • Act as the primary point of contact for clients, site managers, and project managers.
  • Work with third-party vendors to facilitate smooth operations and effective communication.
  • Contract Management:
  • Guarantee construction projects meet established technical standards.
  • Maintain open communication channels with technical and financial staff, subcontractors, legal teams, and client representatives.
  • Lead and support a team of quantity surveyors, providing guidance and resources as needed.
  • Continuously review project contracts, identifying potential risks and recommending mitigation strategies.
  • Resolve contractual disputes and ensure thorough consideration of legal implications.
  • Tender Management:
  • Coordinate the preparation of quotations, analyzing and evaluating costs for tenders.
  • Compile and submit reports on project status, highlighting key milestones and achievements.

Requirements:

  • Possess a comprehensive understanding of company policies and procedures.
  • Be knowledgeable about international contract law and relevant mergers and acquisitions regulations.
  • Demonstrate exceptional written and verbal communication skills.

  • Possess extensive knowledge of federal, state, and local laws, regulations, and codes.

Qualifications:

  • Bachelor's degree in business or related field.
  • Degree or diploma in building or quantity surveying.
  • Master's degree in business administration.
  • Certified Commercial Contracts Manager (CCCM) designation through the National Contract Management Association.
  • Certified Professional Contracts Manager (CPCM) designation through the National Contract Management Association.
  • Certified Federal Contracts Manager (CFCM) designation through the National Contract Management Association.
  • Minimum 5 years' experience in contracts administration and tender management.
  • Proven track record in contract preparation and management.
  • Excellent negotiation and coordination skills.
  • Strong interpersonal skills with ability to communicate effectively at all levels.
  • Methodical, analytical with excellent problem-solving skills, proactive, and a good team player able to meet tight deadlines.
  • Able to work independently with minimal supervision.
