We are seeking a highly skilled Tender Manager to join our team at WEC Engineers & Constructors Pte Ltd. As a key member of our tender department, you will be responsible for leading and managing tender teams for all tender activities, ensuring timely submission of high-quality documents.

About the Role

This is an exciting opportunity for a seasoned professional with a strong background in mechanical engineering to take on a challenging role that requires exceptional leadership, communication, and project management skills. The ideal candidate will have a proven track record of success in tender management, including experience with EPC and construction projects. They will also possess excellent knowledge of recent prices in relevant industries and accurate cost estimation skills.

The successful candidate will lead and manage a team of professionals to achieve project objectives, develop and implement effective tender strategies, and ensure compliance with company policies and procedures. They will also be responsible for reviewing tender documents, material take-off, and estimating costs for mechanical work scopes.

  • Main Responsibilities:
  • To lead and manage tender teams for all tender activities, allocating tasks and follow-up to ensure timely submission of high-quality documents.
  • To review tender documents and other related documents, finding out relevant information necessary for tender, and ensuring all tender submission documents are in order and submitted as required.
  • To conduct material take-off and estimate costs for mechanical work scopes (Piping, tank, equipment, firefighting, etc.) and other related areas.
  • To work with other departments, including BD, engineering, procurement, and project teams, on tender estimation and submission or other necessary works.
  • To report to or work with Senior Technical Managers and/or BD Managers, carrying out any other works as required.
  • To support tender activities when needed, including all related documentation works, such as prequalification documents, tender result follow-up/review, etc.
  • To review tender commercial matters and liaise with commercial personnel when required.
  • To support others in tender departments for various works that may need when required, including documentation.
  • To support Business Development activities as and when required, especially in connection with Tender works, including follow-up with clients on submitted tenders, calling clients, meetings, etc.
  • To give support to other departments or personnel on matters relating to tenders, price estimation, etc.
  • To perform any other tender-related works, including pricing strategy, pre-tender review, pre-award contract review, handover of awarded projects to project teams.
  • To perform any other works as instructed by Management.
Requirements
  • Education:
  • Diploma or Degree in Mechanical Engineering or similar.
  • Experience:
  • 5 years of relevant experience.
  • Skills and Qualifications:
  • Any engineering/project/construction knowledge and/or experience will be an added advantage.
  • Able to interpret drawings.
  • Knowledge of recent prices in relevant EPC/Construction works, and accurate in cost estimation.
  • Good with Microsoft Office, Autocad viewing, and Adobe.
  • Any knowledge of MS Project/Primavera will be an added advantage.
  • Good communication skill.
  • Lead and manage teams effectively.
  • Bilingual, able to read, write, and speak Chinese is an added advantage.
