Technical Officer Job Description

The Technical Officer will be responsible for developing and directing programmes to maintain buildings, equipment and grounds. This includes implementing appropriate preventive maintenance schedules and procedures.

Main Responsibilities:
  • Develop and direct programmes to maintain buildings, equipment and grounds, incorporating preventive maintenance schedules and procedures.
  • Manage, monitor, verify and validate outsourced term contract services for repairs and preventive maintenance to ensure works are executed to satisfactory requirements.
  • Analyse causes of major and minor breakdowns and facilities disruptions by categorization and reflection of statistical trends for cause identification.
  • Plan and implement ad hoc facility improvement or modification work at short notice.
  • Review energy use to achieve set targets through the implementation of comprehensive energy management programmes via effective monitoring of Building Automation Systems.
  • Develop and direct programmes to operate facilities and systems in a safe and efficient manner.
  • Provide technical assistance to building managers in defining and evaluating engineering requirements.
  • Troubleshoot breakdowns and provide timely updates to stakeholders for closure.
  • Monitor work plans to support SMU's mission and quality commitments; set performance targets and monitor them.
  • Coordinate construction with contractors, architects, engineers and relevant authorities. Provide support for inspection and acceptance activities related to new construction.
  • Evaluate and ensure quality, timely completion and budget accuracy of projects.
  • Attend and coordinate meetings of Facilities Planning within OCIS where necessary.
  • Assist in works relating to FMS during emergencies such as infectious disease outbreaks, major system/facilities breakdowns etc.

This is a challenging role that requires working under broad guidelines and direction in accordance with professional standards and established policies.
