We are seeking an experienced Executive Director of Property Management to join our team at Chambers Property Management Services PTE LTD. In this role, you will be responsible for overseeing the day-to-day operations of our property management division and ensuring that all properties under our care are well-maintained and compliant with relevant regulations.

Salary and Benefits

Job DescriptionResponsibilities:
  • Plan, implement, and review Management Corporation's decisions and policies regarding routine and cyclical maintenance.
  • Regulate and control the use of common properties.
  • Control cleaning, security, landscaping, building maintenance departments, and contractors, providing necessary certification of completion and recommending payment thereof.
  • Prepare and implement planned maintenance programs for suitable maintenance, improvements, additions, and alternations, and repairs and redecoration of common properties.
  • Conduct regular inspections of common properties to ensure they are in satisfactory condition and properly maintained up to standards required by relevant authorities and the Management Corporation.
  • Advise Management Corporation and administer its functions and affairs in compliance with the Building Maintenance and Strata Management Act (BMSMA).
  • Provide innovative and practical ideas, including ongoing review of work methods, cultivation of corporate objectives, staff training, and knowledge enhancement, contract specifications, to meet the needs of Management Corporation and subsidiary proprietors.
  • Establish rapport with Management Corporation members, subsidiary proprietors/residents, and all staff and contractors of the condominium.
  • Liaise and coordinate with relevant government bodies, managing agents, and legal advisors to enhance the effectiveness of Management Corporation and achieve successful project completion.
  • Organize weekly staff meetings and monthly Management Cooperation meetings and annual general meetings, preparing agendas, minutes of meetings, and annual reports.
  • Ensure that the financial administration of Management Corporation's operation is in accordance with standard practice, BMSM Act, and financial rules.
  • Charge and collect management fees, sinking funds, and other charges payable from subsidiary proprietors and residents, issuing receipts on behalf of the Management Corporation for all sums received.
  • Monitor arrears levels and initiate recovery action, taking necessary steps to recover any such sums owing to the Management Corporation.
  • Formulate and administer effective payment control and administer accounts to ensure they are within budget limits.
  • Prepare accurate and timely monthly financial reports and annual budgets in accordance with statutory requirements.
  • Verify accuracy of all payments made by the Management Corporation.
  • Attend to all correspondence and inquiries relating to common property on behalf of the Management Corporation, advising and proposing remedial actions or steps required.
  • Maintain proper and updated records and files of correspondence, documents, and materials pertaining to Management Corporation matters and update the register of subsidiary proprietors and residents' particulars.
  • Provide secretarial services to the Management Corporation and sub-committees as may be appointed, preparing and maintaining minutes and resolutions for necessary action and record purposes.
  • Support publication of newsletters, annual general meeting reports, etc., and provide editorial support.
Requirements:
  • Degree/Diploma in Building & Estate Management or Hospitality Management.
  • Certified Fire Safety Manager (preferred).
  • 3-8 years of relevant working experience.
  • Knowledge of the Building Maintenance & Strata Management Act.
