Our client is looking for a Head (Curriculum) to lead the curriculum strategy and the development of knowledge and curriculum products for thier 'Academy', which is the training arm of our client.

To perform the role well, the candidate will need to understand and effectively communicate the Academy's educational intent and approach, as well as its pedagogical model, to both internal and external stakeholders. They will need to lead curriculum strategy, oversee product development by the curriculum team, as well as project manage their own product development work from end-to-end, beginning with research and ending with product delivery. This involves the development of proprietary knowledge products for the Academy, which could include curriculum materials for the Academy's training offerings (e.g. customised case studies, teaching slides, simulation games, etc.), training tools (e.g. facilitation guides, teaching notes, online learning objects, etc.), and other knowledge pieces (e.g. practice guides, toolkits, etc.) to support the Academy's various workstreams and ongoing projects with our government partners.

Some of the specific job responsibilities are listed below:

  • Support the Dean to develop and refine the Academy's overall curriculum structure and pedagogical model, in line with the wider Institute's strategy and in consideration of our client's training needs.
  • Initiate and coordinate the development of courses and modules (including course materials) for in-person and online delivery, as the situation may require. This will involve supervising the curriculum team in project managing and, if the situation requires, personally developing knowledge and curriculum products. The candidate will be expected to manage different developmental workstreams across various partners and stakeholders to ensure timely completion in accordance with project milestones.
  • Initiate and conduct research across a wide range of topics relevant to government work, as part of creating knowledge and curriculum products to support training delivery, as well as other aspects of the Academy's projects with national schools of government.
  • Develop training tools to facilitate learning delivery for online/in-person/blended formats, as the situation may require.
  • Identify suitable subject matter experts and partners to support developmental work, drawing upon existing relationships from the broader Institute where appropriate.
  • Effectively communicate the Academy's educational intent and approach, as well as its pedagogical model, to external parties as the situation may require.
  • Support the Dean with other responsibilities, as the situation may require, in the running of the Academy.

Experience:

The candidate should have at least 3 years of policy-related work experience in the public service (whether in Singapore or abroad), in policy design and/or implementation. As part of this, the candidate must also demonstrate some past experience in conducting practically-oriented research in a public sector context.

The candidate should also have at least 3 years of work experience in curriculum development and/or training delivery for adult learners, preferably with a reputable school of public policy or public service training college. Experience with curriculum development for online learning, including the development of online learning objects, is a good to have.

Skillsets & Aptitudes:

The candidate must be resourceful and adaptable. He/she will have to respond to evolving situations and proactively identify innovative solutions in response to new challenges and opportunities. He/she must also possess strong intellectual and analytical capabilities. He/she will be required to grasp concepts across a wide range of topics, draw connections between and synthesise ideas, and articulate these cogently in writing.

In that regard, native fluency in English (written and spoken) is essential. He/she will have to develop knowledge and curriculum products (e.g. case studies, practice guides) to a high standard, as well as communicate effectively with internal and external partners.

In addition, the candidate should have the following skillsets and aptitudes:

  • Motivated to achieve excellence. It also means being willing and able to learn by doing, and to take on board feedback appropriately/positively. He/she will also need to be proactive about ensuring that work gets completed to a high standard and on time.
  • He/she must believe in our mission and our goals. Knowledge and skills can be learnt over time and the organisation can commit to supporting him/her in that regard. However, he/she must be motivated by our mission and goals to want to do so.
  • Strong organisational skills, including the ability to effectively multi-task. He/she will be supervising the team's work as well as several concurrent projects with different partners and timelines, whilst still paying close attention to the details.

Work Arrangements:

Our client adopts a hybrid working arrangement which allows for a mix of in-office work and telecommuting. This role may also involve some business related work travel.

They have worked with governments in countries that span three continents, including Costa Rica, Zambia, Malawi, Kenya, India, the Philippines, Singapore and Vietnam.

They are a small organisation, and work collectively and collaboratively, without the burden of silos - They do not tolerate the toxicity of office politics and an entrepreneurial organisation and will do thier best to get things right the first time, but will quickly pivot if they find something does not work.
