Engineering Lead, Cooling Systems

As the Manager of Cooling Systems Engineering, you will be responsible for overseeing the design process of district cooling, chilled water, and airside systems from feasibility study through to front end engineering design. Additionally, you will supervise the detailed design conducted by external engineering firms and provide support to the project management team during the detailed engineering and construction phases to ensure the system's technical performance aligns with commitments.

Reporting to the Engineering Lead for Cooling Systems, you will be an integral part of the engineering team based in our Regional Technical Office in Singapore. You will collaborate closely with Business Development teams, the Construction Management team, local entities in the SEA region, as well as internal teams such as the Digital team, Assets Performance Management team (APM), and Innovation team.

Responsibilities:

  • Lead the design process for chilled water and airside energy performance contracts, as well as district cooling systems, including:Analyzing and interpreting customer cooling requirements and load profiles
    Optimizing system configurations, capacities, and technology for the lowest life cycle cost
    Providing sizing and specifications for main equipment within project constraints
    Drafting and issuing Requests for Proposals for external consultants, suppliers, and contractors, and evaluating tender responses
    Managing external technical consultants and reviewing/validating their deliverables
    Providing inputs for CAPEX and OPEX assessments
  • Provide support for design activities related to Industry utilities as needed (e.g., compressed air, steam)
  • Review, challenge, and validate designs proposed by local entity teams
  • Supervise detailed design work outsourced to reputable consultants
  • Coordinate with various project stakeholders (clients, consultants, Qualified Person/Professional Engineer, vendors, contractors) to ensure smooth flow of information and collaborative design development with high quality and no scope gaps
  • Establish equipment specifications and terms of reference for the tendering process
  • Review equipment vendors' offers and ensure technical compliance
  • Review contractors' offers and ensure technical compliance
  • Support the project management team during construction works to validate variations and ensure technical compliance of the works

Job Requirements:

  • Bachelor's degree in Thermal, Mechanical, Process Engineering, Sustainable Infrastructure Engineering (Building Services), or equivalent
  • ESCO accreditation would be advantageous
  • Minimum of 8 years of experience as a design engineer/manager for district cooling, HVAC projects, or large-scale building waterside and airside cooling systems
  • Ability to professionally interact with individuals at all organizational levels while upholding strong ethics and professionalism
  • Excellent problem-solving, organizational, analytical, and critical thinking skills
  • Goal-oriented, driven, committed, with strong planning and execution capabilities
