The role is critical to scale and transform IT toward more agile and nimble delivery in the increasingly digital business environment. He/she is responsible to establish and maintain strong SDLC and software quality practices, cultivate and lead the right culture and mindset toward ensuring good quality, robust risk management and compliance. He/she is also pivotal to cultivate and evolve toward increasingly more cross-functional collaboration and improving user experience across IT and Business.

Responsibilities:

  • Works with relevant functions (PMO, Architecture, IT Risks & Security, Application, Technology & Operations) to lead reviews (regular & ad hoc), coordinate updates / maintenance of SDLC related governance artefacts (including standards, guidelines, SOPs, checklists, and templates) to ensure adequate provision to quality, risk management, and compliance requirements in new implementations and BAU.
  • Implement and operationalize processes and controls related to SDLC, including but not limited to sign-off processes / workflow, checklists, templates, and procedures, and managing the system involves in the process.
  • Assist IT audits / inspections related activities pertaining to SDLC governance and processes adherence.
  • Works with project or implementation team to establish quality assurance plan, approach, and cadences.
  • Works with project or implementation team to monitor adherence to SDLC governance, manage and track resolutions of any non-compliances discovered.
  • Collect and analyse SDLC adherence and productivity metrics for any issues / problems / improvement opportunities, and lead recommendations to projects / implementations and governance processes through regular communication to IT leaderships.
  • Design and deliver awareness program and training for expertise and emerging updates in project delivery assurance, testing management, related quality / risk management frameworks, compliance, and audit.
  • Represent IT delivery assurance and lead walkthrough of all SDLC related governance artefacts as required.
  • Promote use of effective tools to continuously ensure effective and efficient delivery assurance and testing processes.

Requirements:

  • Bachelor Degree in information technology or equivalent
  • Minimum 10 years experiences in performing IT project management, test management, quality assurance, and/or IT audit functions.
  • Strong proficiency and knowledge in good project management, test management, and software development practices.
  • Strong analytical skill, detail-oriented, and result-driven, with ability to manage team.
  • Proactive and has good interpersonal, communication, and stakeholder management skills.
  • Bachelor's degree in computer science, information technology, or information system management
  • Certifications in Project Management Professional (PMP), COBIT, CISA are highly preferred.
  • Has good knowledge and working experience with SDLC collaboration tools (such as JIRA/Confluence) and IT Service Management. Good understanding & experience on administration / configurations of such tools are highly preferred.
  • Has good knowledge on Agile, Lean Management, and DevOps practices
  • Has good familiarity with Insurance Industry and relevant regulatory requirements, such as MAS TRM Guidelines, LIA/GIA Guidelines, and Cyber Security
