[What the role is]
The 5 polytechnics and Institute of Technical Education (collectively known as POLITE) are seeking a Project Director to oversee a large-scale Training Management System (TMS) which is branded as Skills Training & Enhancement Portal (STEP).

[What you will be working on]

Responsibilities:-

  • Responsible for the overall project management and implementation of the TMS

  • Oversee and manage the TMS vendor in the quality delivery of their services

  • Function on behalf of POLITE as the lead person to drive the working relations between POLITE and the TMS vendor

  • Coordinate working relations between TMS vendor, Ministry of Education and SkillsFuture Singapore (SSG).

  • Facilitate project discussions across POLITE and with the TMS vendor

  • Evaluate the analysis of business needs and technical solutioning of the TMS

  • Assess and track the impact of change requests

  • Negotiate on behalf of POLITE in dispute matters with TMS vendor

  • Review project documents and processes for good governance

  • Oversee and facilitate audit checks

  • Provide oversight of the project and drive coordination efforts across POLITE

  • Meet financial objectives of the project by forecasting requirements

  • Ensure technical standards are met and compliance with authority requirements

  • Develop and manage SOPs and project documents, and drive best practices

  • Prepare monthly progress updates to POLITE management, and facilitate meetings with TMS vendor

  • Foster harmonious and positive relations across all stakeholders

  • Undertake any other tasks or responsibilities as required in the course of work

[What we are looking for]

Requirements:-

  • A meticulous individual who strives to deliver quality outcomes amidst tight deadlines

  • At least 10 years of working experience managing large-scale projects, preferably in the IT domain. Project management certifications (e.g. PMP, CMP, CSM), competency in Microsoft Dynamics and Azure, and change management experience are advantageous.

  • Past working experience with Ministries, Statutory Boards, SSG's Training Partner Gateway or in the educational sector is advantageous

  • Past working experience working with multiple stakeholders

  • Strong interpersonal skills and positive working attitude

  • Exceptional verbal, written and presentation skills

  • Strong ability to negotiate with vendors and key stakeholders in an objective manner

  • Experience in budget control, monitoring and tracking

Successful candidate will be offered a 2-year contract in the first instance.
