Job Description

We are seeking an experienced Qualified Person (Supervision) [QP(S)] to provide statutory supervision, design review and construction oversight for major MRT infrastructure projects comprising stations, viaducts, structural works and associated civil engineering works.

Key Responsibilities

Statutory Duties
  • Act as the appointed QP(S) under the Building Control Act and relevant statutory regulations.

  • Obtain permits to commence works and submit statutory reports, certificates and endorsements required by BCA, LTA and relevant authorities.

  • Ensure construction works comply with approved plans, statutory requirements, design intent and industry standards.

Design & Construction Review
  • Review and assess:

    • Design calculations

    • Construction drawings and shop drawings

    • Method statements

    • Test reports and material submissions

    • Temporary and permanent works submissions

  • Identify design discrepancies and construction issues and recommend corrective actions.

  • Review construction methodologies, risk assessments and technical submissions prior to commencement of works.

Site Supervision
  • Oversee construction of:

    • MRT stations

    • Elevated viaducts

    • Segmental bridge works

    • Piling and foundation works

    • Structural steelworks

    • Precast concrete works

    • Temporary works and formwork structures

    • Drainage, sewerage, sanitary and utility diversion works

  • Lead and guide Resident Engineers (REs) and Resident Technical Officers (RTOs) in site supervision activities.

Structural Steel & Precast Supervision
  • Develop and implement Inspection Quality Plans (IQP) for structural steel and precast works.

  • Supervise fabrication, erection, welding inspections, NDT reviews and quality control activities.

  • Conduct inspections at fabrication yards, including overseas facilities where required.

Instrumentation & Monitoring
  • Review instrumentation monitoring results and assess construction impacts on surrounding structures.

  • Evaluate monitoring trends and recommend mitigation measures where necessary.

  • Coordinate with contractors and project teams to manage construction risks.

Safety Management
  • Lead monthly safety inspections and participate in project safety reviews.

  • Review risk assessments, hazard registers and Construction Safety Submissions.

  • Ensure compliance with Workplace Safety & Health (WSH) requirements and LTA safety standards.

Stakeholder Management
  • Liaise and coordinate with:

    • LTA Project Management Team

    • Contractors and subcontractors

    • Qualified Persons (Design)

    • Accredited Checkers

    • Statutory authorities and agencies

  • Attend progress, technical, safety and instrumentation meetings.

  • Prepare monthly supervision and engineering reports.

Job Requirements

Mandatory Requirements

  • Registered Professional Engineer (Civil/Structural) with the Professional Engineers Board (PEB), Singapore.

  • Possess a valid PEB Practising Certificate.

  • Eligible for appointment as Qualified Person (Supervision) under Singapore regulations.

Experience

  • Minimum 8 years of Civil/Structural Engineering experience.

  • Proven experience in segmental bridge construction.

  • Experience in major infrastructure, MRT, rail, bridge or viaduct projects.

  • Experience supervising structural steel and precast concrete works would be advantageous.

  • Experience in deep excavation, piling, foundation and temporary works supervision preferred.
