Reporting to the Senior Director, Singtel Singapore Procurement, the Associate Director of Technology Procurement is responsible for leading the Singtel SG Technology Procurement function. This role manages an annual spend of approximately $500M, drives cost efficiencies, and leverages the scale of the Singtel Group through joint sourcing initiatives with Group Technology Procurement. This role leads procurement activities for ST SG IT and Networks, aligns sourcing strategies with the organization's objectives, and maintains strong stakeholder relationships with the ST SG CIO and CTO and their leadership teams.

The role requires strong people management and leadership skills to cultivate a highly engaged team and deliver satisfactory internal customer experiences, while ensuring compliance with policy and fostering a culture of excellence and continuous improvement.

Responsibilities

• Lead the Technology Procurement team for Singtel SG, developing category strategy and plans with business executives (primarily Networks and IT), championing joint initiatives and driving joint sourcing opportunities for this technology category.
• Manage procurement activities (sourcing, negotiation, award, contracting) for the category across stakeholders; be fully accountable for ST SG Technology spend and savings, leveraging Group Technology Procurement for scale across OpCos.
• Act as the primary point of contact for senior business stakeholders for this category.

Governance, Process Improvement and Procurement Operations

• Drive alignment and enforce procurement policy throughout the procurement cycle.
• Oversee training programs to strengthen knowledge across Networks and IT teams in sourcing activities and contract management.
• Lead and coach the team to identify, champion, and drive continuous improvement in policies, supplier relationships and contract price lists.

Engagement with SG Networks & IT Executives & SLTs

• Build strong stakeholder engagement with CTO and CIO and leadership teams to align sourcing strategy and focus areas.
• Lead the team to build positive stakeholder relationships and monitor engagements; be accountable for Procurement CSAT.
• Plan and execute communications to ensure timely information flow to internal stakeholders and leadership.

Leadership Responsibilities of SG Technology Category Team

• Create a culture that adds value, rewards initiative, promotes talent, and expands knowledge.
• Coach and guide all members of the category management team; manage performance and development processes.
• Support and guide team members to meet KPIs and career development plans; embody Singtel values and drive engagement.
• Advise business stakeholders seeking technology sourcing across all levels.

Strategic Supplier Relationship Management

• Own and manage key strategic supplier/partner relationships with senior executives and C-level contacts for this category.
• Serve as an escalation point for vendor sourcing discipline and dispute resolution.

Skills To Succeed

• Bachelor's Degree in engineering, computer science, business, commerce, accounting, or law.
• 8–10 years of procurement, Telecom, or Technology industry experience; 5+ years in a procurement leadership role.
• Strong commercial acumen and strategic thinking; ability to analyze and implement procurement strategies to reduce costs and drive change.
• Effective communication and presentation skills; ability to contextualize data analytics into actionable sourcing insights.
• Excellent negotiation skills; ability to resolve contractual and commercial disputes.
• Proven project/category management experience; strong interpersonal and team leadership capabilities.
• Organizational skills with the ability to prioritize and manage multiple priorities; results-oriented with attention to detail.
