Senior Manager, Group Finance (Capitation, Systems)

NHG is seeking an experienced Senior Manager to assist the Director, Group Finance in ensuring Cluster's financial sustainability under capitation funding, data analytics and system enhancements.

Job Purpose

To assist the Director, Group Finance in the following:

CAPITATION

• Liaise with MOH to ensure that capitation funding methodology, capitation subvention computation and parameters are reflective of Cluster's needs.
  • Follow-up with MOH on new funding enquiries and funding disbursement (e.g. actualization of transfer payment and transitional new capacity top-up funding).
    • Validation of data in MOH's Subvention system (e.g. for purpose of transfer payments, actual workload monitoring against targets and budgets.).
      • Determine appropriate usage of capitation subvention to ensure financial sustainability.
        • Work with PHIs to address capitation funding related matters.
          • Perform population health analytics work (e.g. resident spend and profile analysis, means testing profile analysis, bill sizes, etc.) leveraging on various databases (MOH's Population Health Staple Database, Finance datamart PASS, etc.).

SYSTEM ENHANCEMENTS

• Review and assess functions and features in Finance data mart (PASS) and collaborate with Synapxe to ensure these systems are refreshed and ready to facilitate new payment models, analytical and reporting needs.

JOB REQUIREMENTS

1. 1. Education/Training/Experience

1. A recognized degree, preferably in Finance or Business. Additional qualifications in Data Analytics would be an advantage.
2. At least 10 years of relevant working experience in FP&A. Additional experience in healthcare industry is preferred.
3. High proficiency in Microsoft Powerpoint, Excel and Word.
4. Experience in modelling, simulation and data analysis.
5. Skilled in working with systems and have experience managing large data sets

2. Able to organize, analyse and distill relevant insights from large amounts of information.
3. Highly motivated, able to work independently and a good team player to motivate and energize team members.
4. Excellent writing skills with ability to produce clear, well-structured proses with smooth logical flow that can be readily published/ submitted without further non-substantive language editing.
5. Good interpersonal and communication skills.
