Roles & Responsibilities

Job Description

  • Develop cost estimates across project lifecycle which includes project cost estimates at gates, corporate estimates for tenders and work change requests (WCR), and cost impacts of change impact note
  • Prepare preliminary estimates for scope options
  • Estimate contingency based on probabilistic cost risk analysis (@Risk software)
  • Maintain traceability of cost estimates along with necessary supporting documents
  • Review/evaluate cost estimates of technical deviation requests (TDR) and assess claims submitted by contractor
  • Develop customized cost breakdown structure (CBS) i.e., schedule of prices for tenders and WCRs relating to all project categories aligned with scope of work and tender notes of pricing, in coordination with discipline engineer and project engineer with support from contract engineer.
  • Participate in technical/commercial review and assurance sessions for all project categories prior to finalize cost estimates at gates and prior presentation/submission to senior management / committees.
  • Provide cost information including cost variance analysis for periodic senior management reviews and Capital Project Steering Committee approvals.
  • Support contract engineer in the development of Appendix 'B' Part III unit rates of the tender document as per tender requirements, in coordination with discipline engineer and project engineer.
  • Participate in technical / commercial bid evaluation for tenders / WCR and provide necessary support to contracts engineer by providing details of cost variances with corporate estimate and prepare cost evaluation report for the tender committee submissions.
  • Timely preparation of cost budget profile for annual work program & budget submission and budget revisions in collaboration with planning engineers. Provide justification for budget variance as required.
  • Monitoring and reporting of status of cost for selected capital projects executed by PEPS Directorate, including approved changes, potential changes (e.g. change requests, variation order requests, technical deviation requests, etc.), claims and potential cost forecast at completion.
  • Create release order (RO) of contracts executed by PEPS Directorate.
  • Create service entry sheets (SES) relating to monthly value of work done and for processing contractor invoices, based on estimated progress and milestone achievement inputs provided by planning engineer and contract payment terms.
  • Conduct project commercial close out activities, including review and upload of asset capitalization schedule in SAP, review of statement of final account, and provide inputs to the project close-out report (as required).
  • Contribute to the enhancement and standardization of cost estimation process in PEPS Directorate. Review and provide input to various cost engineering procedures/work instructions.
  • Updating cost database (e-Application) based on awarded contracts (as per CBS)
  • Maintain and update progressively historical data of commercial bids, EPIC/construction cost estimate prepared by FEED/ECS consultant and budgetary quotes of equipment/bulks in a shared repository.

Qualifications

  • Bachelor Of Science or equivalent in an Engineering Discipline.
  • Preferably Certified Estimating Professional from AACE or equivalent relevant Certifications/Memberships and/or Certified Cost Engineer.
  • Minimum 10 years of experience in Cost Engineering with at least 5 years specific hands-on experience in Cost Estimation of upstream/downstream projects i.e., Oil & Gas Offshore, at various project stages.
  • Proficient in cost estimation and analysis at various project stages (e.g., Initiation, Study, FEED/ECS and EPIC/Construction), cost monitoring, forecasting & reporting, negotiations, and evaluation of claim including dispute settlement.
  • Additional experience in quantity surveying will be preferred.
  • Knowledge of contracting strategies and experience in tendering process including technical and commercial bid evaluation.
  • Conversant with international cost estimation software.
  • Fully familiar with QHSE international standards and project requirements, material standards and specifications, project management and construction techniques.
  • High level of computer literacy with relevant MS Office/Project Control Software.
