Compliance Lead (PayFi) - Cross-Border Payments (Singapore)

We seek an experienced Compliance Lead with hands-on experience in successfully supporting and materially contributing to money services licensing applications across key jurisdictions, including Hong Kong, Singapore, Australia, and Europe. You will lead and streamline licensing applications, ensure compliance with local regulations, and act as the primary liaison between regulators, legal teams, and internal stakeholders. A strong background in cross-border payments is essential, and experience in the cryptocurrency sector would be a significant advantage.

Key Responsibilities:

Licensing Strategy & Applications:

  • Lead end-to-end payment licensing applications (new licenses, variations, renewals) for Hong Kong and other regimes.
  • Prepare and submit documentation, including business plans, compliance policies, and financial projections, aligned with regulatory expectations.
  • Manage queries from regulators and drive applications to approval.

Compliance Advisory:

  • Advise internal teams on ongoing compliance with anti-money laundering (AML), capital adequacy, and reporting requirements under acquired licenses.
  • Conduct gap analyses to ensure operational readiness for new market entries.

Cross-Functional Collaboration:

  • Work with Legal, Finance, and Product teams to design licensing roadmaps and implement required controls.
  • Maintain relationships with external counsel and local compliance partners.

General Compliance Support:

  • As part of the Group compliance function, provide general compliance support to the Group, develop and implement compliance policies and procedures, and provide input on requirements and risks.
  • Drive and execute key compliance initiatives and projects to enhance the organizational compliance posture.

Requirements:

  • 5+ years in a compliance role within a financial institution or similar, with at least 3+ years of direct experience in payment licensing (Web2 or Web3) in Hong Kong and other regimes.
  • Deep understanding of license application processes, regulator expectations, and common pain points for each jurisdiction.
  • Solid background in traditional payments, fintech compliance, and cross-border payments.
  • Familiarity with AML/CFT frameworks in Hong Kong, Singapore, and other jurisdictions.
  • Experience with Payment Initiation Service Providers (PISP), Account Information Service Providers (AISP), Payment Service Providers (PSP), Financial Institutions (FI), or Money Services Businesses (MSB) is a must.
  • Strong project management skills to track deadlines and stakeholders.
  • Fluency in English and proficiency in Chinese (Mandarin) is preferred.
