Position SummaryThe Global Centre for Risk and Innovation (GCRI) invites proposals for the executive appointment of Regional Chief Executive Officer (CEO) – Asia-Pacific (APAC). This strategic role anchors the region's leadership in advancing scientific innovation, strategic capital coordination, and multilateral governance across the Asia-Pacific region, including ASEAN, Oceania, and Indo-Pacific jurisdictions.
Structured under the Planetary Nexus Governance (PNG) system, the Regional CEO will oversee the implementation of sovereign-grade infrastructure for Disaster Risk Reduction (DRR), Disaster Risk Finance (DRF), and Disaster Risk Intelligence (DRI). The successful candidate will lead the regional launch and integration of GCRI's scientific programs, GRA's capital alliance platform, and GRF's multilateral interface from a Singapore base of operations.
This is not a salaried position from GCRI or GRA. It is a proposal-based executive appointment, empowering the candidate to define a regionally compliant compensation structure based on institutional partnerships, performance, fundraising, licensing, and alliance revenues, channeled through the APAC host entity.
Organizational Context- GCRI operates as the scientific and R&D institution for digital infrastructure in DRR/DRF/DRI.
- GRA serves as a regional risk finance consortium enabling sovereign and institutional coordination across public, private, and philanthropic sectors.
- GRF functions as the participatory multilateral forum for policy simulation, treaty alignment, and anticipatory diplomacy.
Together, these entities create a unified architecture for governance innovation and capital deployment in the Asia-Pacific.
Core Responsibilities- Establish and Operate APAC Regional Node
Activate the regional host entity for GRA and GRF in full compliance with Singaporean and APAC legal, regulatory, and nonprofit statutes. - Mobilize Capital and Strategic Alliances
Design and execute a regional capital strategy, securing multilateral funding, sovereign partnerships, ESG-aligned capital, and philanthropic investment. - Expand Membership and Institutional Ecosystem
Lead onboarding of founding members across government agencies, financial institutions, academia, multilateral agencies, and private sector partners. - Lead Regional Strategy and Infrastructure Deployment
Implement Nexus Ecosystem foresight systems and DRF/DRI deployment across regional corridors in alignment with SDGs, the Sendai Framework, and regional priorities. - Engage in Multilateral and Diplomatic Forums
Represent APAC in GRF and GRA global sessions, and serve as the regional focal point with UN agencies, World Bank Group, ASEAN institutions, and bilateral donors. - Coordinate Stakeholder Networks
Convene and manage Regional Stewardship Boards (RSBs), National Working Groups (NWGs), and Bioregional Assemblies to ensure multistakeholder input and regional coherence. - Ensure Governance and Performance Accountability
Report regularly to the Regional Stewardship Board (RSB) and Central Bureau (CB), and contribute to planetary governance mechanisms through PNG clauses. - Lead Public Diplomacy and Innovation Visibility
Serve as the regional face of GCRI/GRA/GRF at summits, public engagements, innovation showcases, and policy platforms. - Ensure Legal, Financial, and IP Compliance
Operate under GCRI protocols, ensuring proper governance of data, fiduciary duties, contracts, and intellectual property standards. - Institutionalize Legacy and Regional Succession
Build next-generation leadership pathways and embed continuity mechanisms for long-term sustainability and resilience.
- Demonstrated leadership in executive, founder, or diplomatic roles within risk, innovation, capital markets, or global development
- Active networks across APAC sovereign bodies, UN systems, financial institutions, and research institutions
- Experience in launching nonprofit or cross-border institutions, preferably in APAC or ASEAN jurisdictions
- Proven capital mobilization or policy engagement record in climate, resilience, or risk governance domains
- Strong strategic, fiduciary, and cross-cultural leadership capacity
- Legally able to operate from Singapore with regional travel and network expansion responsibilities
- Willingness to lead under proposal-based terms, with no fixed salary from public-benefit entities

- Strategic Vision for regional leadership and multilateral engagement (2025–2030)
- Legal and Business Strategy for hosting the regional chapter in Singapore
- Revenue and Capital Model, including compensation proposal tied to performance
- 100-Day Action Plan for activating institutional networks and early alliances
- Governance and Accountability Model, including engagement with RSB/CB
- Succession and Continuity Plan for regional ecosystem building
- Institutional Alignment Plan to connect with GCRI/GRA/GRF mandates
