Roles & Responsibilities

To lead the project commissioning team that includes commissioning engineers, CMS Administrators, CMS assistants and vendor coordinator etc. for the executive of project commissioning activties and CMS activties according to project specifications, schedule and contractual requirements.

Job Responsibilities

  • Lead the commissioning team for execution of pre-commissioning / commissioning activties to meet contractual requirements until satisfactory project handover.
  • Interface with all functional organisations and stakeholders in the project as the key focal point for all pre-commissioning / commissioning activities.
  • Manage, prepare and issue commissioning related management procedures, system commissioning test procedures, etc. for client review and approval for use during site execution
  • Manage execution of pre-commissioning / commissioning activities in accordance with pre-commissioning / comissioning checksheets, approved commissioning test procedures, etc. to meet the project commissioning schedule.
  • Manage all required commissioning consumables, first-fills, spares tools, test equipment and temporaries necessary for pre-commissioning / commissioning execution.
  • Manage pre-commissioning / commissioning manpower and vendor mobilization requirements to support pre-commissioning / commissioning activities.
  • Manager vendor site mobilizations for equipment testing and commissioning.
  • Enforce commissioning Permit-To-Work system and other HSE related compliance during commissioning execution.
  • Manage issues that include cross functioinal interface such as helium leak-testing, deluge testing, etc.
  • Ensure pre-commissioning and commissioning scope of work is successfully and timely completed by commissioning team.
  • Ensure the requirement for post commissioning activities are fulfilled such as preservation and closure of punch list items raised during commissioning phase.
  • Ensure all commissioning red-line markup drawings are submitted by commissioning team, and oversee the preparation and submission of ysstem completion dossiers.

Job Requirements

  • Minimum Bachelor's degree in Engineering Discipline (Electrical / Instrumentation / Mechanical/ Chemical)
  • Master's Degree in Engineering Discipline or management is an advantage
  • Minimum 12 - 15 years of commissioning experience in oil & gas / wind farm industry
  • Familiar with System Completion Handover processes.
  • Familiar with Completion Management SYstem database such as PIMS-CMS / WinPCS/ ProCoSys/ ICAPS
  • Familiar with Permit-To-Work System and Lock-out-Tag-out procedures.
  • Familiar with Project Specifications, Technical and HSE Standards.
