The Planning Manager owns integrated scheduling across tender and construction phases for an assigned project portfolio, partners with Contracts and Project Leadership on program risk and claims strategy and ensures planning outputs drive delivery predictability and commercial protection.
- Own planning delivery across assigned projects: set standards, approve baselines and ensure alignment of programs with business objectives and resource strategy
- Lead development of tender and master programs for major bids and projects; present program logic and resourcing strategy to clients and internal stakeholders
- Work closely with primary counterpart Project Manager (daily coordination on look-ahead, constraints, recovery plans).
- Define and enforce planning governance (templates, QA checks, program change control, look-ahead cadence) and drive continuous improvement in planning practice
- Partner with Contracts and Project teams to optimize resource allocation and long-lead mitigation
- Approve program substantiation for EOTs and variations, coordinate complex time-impact analyses and defend positions with clients/consultants
- Chair the EOT/claims programe review: lead the internal time-related claims forum with the Project Manager and Contracts (TIAs/windows, concurrency, evidence index), and defend positions with clients/consultants.
- Provide senior stakeholder reporting: consolidated portfolio dashboards, risk heatmaps, recovery plans and executive briefings to Project Directors and MD
- Manage the planning delivery team to ensure timely and accurate outputs
- Represent the company on planning matters with clients, authorities and joint venture partners; ensure planning positions are aligned with contractual obligations and company interests
- Deliverables: EOT review minutes & action tracker
Job Requirements:
- Recognized degree in Civil Engineering, Construction Management or a related field
- Min 8 years of progressive experience in construction planning with demonstrated leadership of planning teams and ownership of programs for projects ≥ S$100M in value
- Strong track record in both tender CPM development and post-award program governance; stakeholder-facing presentations and claims negotiations
