Roles & Responsibilities

Primary Objectives of Position

  • To direct, plan, manage, review, advice and implement the Safety, Security and Emergency Planning Management Systems for the SBST Rail and to advice Senior Management in accordance with international best practice, and ensure the compliance of safety and security code of practice from the Regulator

Major Responsibilities

To direct plan, review and manage the Safety, Security and Emergency Planning with the following key areas of responsibilities:

  • Plan, develop and implement internationally recognised safety management systems (SMS) that are suitable and effective for transit operations covering train/station operations and engineering activities for SBST Rail.
  • Review and effect any changes to the 'Proof of Safety' document required for the Rail system perspective, providing a leadership role with the advice of experts and managers on Safety matters including Occupational Health and Safety.
  • Manage and liaise ongoing relationship with the Safety and Security Regulators, MHA, LTA, SCDF, SPF, MOM and other agencies on safety & security matters.
  • Provide technical leadership on occupational health, safety & security, emergency planning and incident management issues.
  • Plan, monitor, review, advice and audit, the safety and security performance of the Business, making recommendations to improve the effectiveness of management in respect of safety, security & emergency planning, incident management and business continuity matters.
  • Engage with external agencies in safety & security services and policies for the depots, stations and trains in compliance with regulatory requirements.
  • Support the Operational Readiness of Rail Capacity Enhancement of the Rail Business Area and co-ordinating with all groups in the company on Asset Management and Business Continuity Management programs

Secondary Responsibilities

  • Provide support for the regulator's approval of the SBST Rail Safety Management Plan for extension of capacity works in the railway.
  • Plan, develop, review and implement safety, security & emergency planning activities and incident management exercises in the Rail Business.
  • Monitor the performance of the department and manpower, training and competency to ensure that all regulatory and internal audits, licences, certifications, reports, exercises, investigations, BSC, ISO, documents, circulars, databases are adhered to, renewed, submitted and updated as required.
  • Plan, manage and implement Community Engagement Programs to better inform the community of safety & security, emergency planning and asset management of the Rail Business.
  • Perform any other tasks required of SSEP related to SBST Rail

  • Ensure a safe and healthy working environment for SSEP staff

Job Specifications

Minimum Education / Qualifications

  • Degree in Management (any discipline)
  • Qualifications in Management of Safety (any discipline)

Minimum Years of Relevant Experience

  • Preferably 5 years of working experience in the areas of system safety, safety management and railway operational in a senior management role.

Knowledge/Skills

  • Knowledge in setting up and implementation of a safety management system.
  • Experience in leading and achieving a safety and business continuity certifications.
