Roles & Responsibilities

The IT Regional Manager is responsible for overseeing the information technology operations of an organization mainly in Singapore and the others region. In this role, the candidate will work closely with the other departments within the organization to ensure its technology systems are functioning efficiently, effectively, and securely. The IT Regional Manager job description entails developing strategies and policies for the management, maintenance, and support of technology systems, including hardware, software, and infrastructure.

(A) Essential Job Functions:

The Regional ICT Manager is responsible, but not limited to, the following:

  • Lead and oversee the development, implementation, and continuous improvement of incident response procedures and processes.
  • Work closely with the General Manager of the ICT Department at HQ to align group-wide strategies, IT governance, and security policies with the Asia Region's objectives. As the Head of the Asia ICT Regional Headquarters, contribute to the development of the regional ICT structure and compile periodic ICT reports for the General Manager.
  • Plan and evaluate ongoing assessments of security measures, including antivirus, application control, firewalls, SIEM, VPN, SSL, and intrusion detection/prevention policies.
  • Analyse and prioritize vulnerabilities based on severity, potential impact, and business risk; collaborate with relevant teams to implement effective mitigation strategies.
  • Work with teams across multiple geographic locations to investigate and document security incidents, identify root causes, and recommend remediation actions.
  • Develop and enforce security policies and procedures to safeguard organizational data and systems from cyber threats.
  • Conduct regular vulnerability assessments and penetration testing to identify and address security risks and weaknesses.
  • Oversee ISMS audits and compliance with ISO27001 and the Cybersecurity Code of Practice. Enforce IT policies and ensure adherence to regulations such as PDPA and the Cybersecurity Act.

(B) Minimum Qualifications/ Job Experience:

  • Degree in Computer Science/Information Technology or equivalent.
  • At least 8 years management experience in a regional headquarter.
  • At least 15 years of experience in IT, with strong expertise in IT infrastructure and IT security.
  • More than 10 years of experience in hands-on experience in strategic planning which relates to Information System, project management in Business Application, develop, maintenance and operation of Business Application (experience in SAP Public Cloud will be an advantage), developing, maintenance and operation of Business Application Infrastructure (experience in public cloud such as Microsoft Azure, AWS etc), Corporate’s OA (infrastructure business support, such as Office365, PC, iPhone, multifunction device, group companies’ network etc)
  • More than 5 years of hands on experience in cyber security (ISO27001).
  • More than 5 years of hands on experience in J-Sox accounting data security.
  • Resourcefulness and innovation in optimizing limited resources.
  • Proven track record of leading large-scale IT projects and cross-functional teams.

(C) Knowledge/ Skills/ Abilities:

  • Strong knowledge of the latest cybersecurity threats, trends, modern cybersecurity concepts, and technologies (zero trust, CIS Controls, OWASP, MITRE ATT&CK, XDR, CloudSec, AppSec, NIST, ITIL, Azure Well Architected Framework, etc).
  • Experience in domains of Cyber Security Operations, Incident Response, Forensic Investigation, Threat Intelligence, or Vulnerability Management preferred.
  • Ability to manage and configure security systems, monitor network traffic and system logs, conduct regular security assessments and respond to security incidents.
  • Exceptional planning and organizational skills, and excellent written and oral communication.
  • Self-starter with initiative and the ability to effectively prioritize and execute tasks with direction from corporate headquarters.
  • Professional information security certification preferred, such as: CompTIA Security+, Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), Certified Information in Cybersecurity
