STATEMENT OFPURPOSE

The Manager is aspecialist in a specific area of health services research (HSR)with good understanding of the broad HSR landscape and trend. TheManager will offer both technical & administrative leadershipand work closely with other members of a multi-disciplinary team toconduct research, particularly in his/her field of specialty, intothe medical, social, economic and ethical implications of healthcare services to inform policy and medical decision-making as wellas provide pragmatic, impactful healthcare solutions for resourceplanning and operations management.

The Managerwill seek to pursue publication and presentation opportunities inpeer-reviewed journals and international or local conferences aswell as to conduct educational activity to promote and enablehealth services research in CGH community. The Manager will also beresponsible to mentor and develop junior members within thedepartment in his/her area of specialty. In addition, the Managerwill support his/her HOD in the management of departmental manpowerdeployment, staff development needs, as well as overseedepartmental operating and capitalexpenditure.

KEYACCOUNTABILITIES

  • Organization of day-to-day analytical and researchactivities which include study design, analysis, preparation ofmanuscripts/reports/proposals
  • Work withvarious stakeholders (including industry/academic partners) and HSRteam members to advise and contribute to the formulation ofresearch questions, design and analysis of researchprojects
  • Able to perform two or more of thefollowing tasks independently and is a technical lead in his/herspeciality in HSR
  1. Search,critically appraise and synthesize evidence from medical literatureto inform stakeholders in the planning and delivery of care as wellas in the investment of health technology.
  2. Conduct program evaluation and perform statisticalanalysis required for outcomes research
  3. Conduct qualitative research which include interviews,focus group discussions and thematic analysis
  4. Perform predictive and/or prescriptive analytics whichcan potentially yield improvement in operational efficiency orpatient outcomes or experience.
  • Participate in scientific conferences and scientificmanuscript writing as first author, co-author or invitedspeaker
  • Conduct research and studies inmanners which comply with HBRA/CIRB requirements
  • Offer administrative/technical leadership, guidance andresearch support to CGH staff in at least one of the domains onanalytics, health technology assessment, and programmeevaluation
  • Lead the development of educationalcurriculum which aims to improve capacity to perform research andprogramme evaluation within CGH.
  • Lead theorganization and conduct of the workshops and/or talks based on theaforementioned curriculum
  • Support HOD inmentoring and development of junior members within the HSRteam
  • Provide administrative support to the HODin the management of the department and planning of the HSRactivities which include workplan, department budgeting, teambuilding, publicity of HSR,etc.


JOBREQUIREMENTS

a. Educational /Professional Qualifications:
  • Master'sor PhD qualification in Applied Statistics, Applied Mathematics,Business Analytics Biostatistics, Epidemiology, Health Economics,Public Health.

b. RelevantExperience & Skills
  • Minimum 7 to9 years of relevant working experience in health services researchand research administration
  • Prior experiencein providing health services research consultancy
  • Track record of publication in peer-reviewed journals asfirst author
  • Excellent knowledge in MicrosoftApplications and analysis software (e.g. SPSS, STATA, NVIVO,Treeage, Simul8, C++, R, Python)
  • Expert levelof methodological, research and analyticalskills
