Roles & Responsibilities

The Commissioning Manager will be responsible for overseeing the planning, coordination, and execution of commissioning activities related to the newly installed hot oil heater system. The role involves managing the commissioning process post mechanical completion of the hot oil heater till startup, ensuring all systems are tested, operational, and meet all safety, operational, and design standards before being handed over to the operations team.

Key Responsibilities:

  • Develop and implement detailed commissioning plans, timelines, and procedures for the Hot Oil Heater System, ensuring alignment with project goals, safety standards, and regulatory requirements.
  • Work closely with the project design and engineering teams to identify any potential commissioning challenges, and develop mitigation strategies.
  • Ensure that the commissioning process integrates all systems (mechanical,electrical, instrumentation & automation) to ensure the proper functionality of the hot oil heater system.
  • Coordinate with internal stakeholders (engineering, technical, maintenance & operations), vendors, and contractors to ensure the timely availability of resources, equipment, and materials for commissioning.
  • Oversee the step-by-step commissioning process, starting from post mechanical completion and system integrity checks to full operational testing of the Hot Oil Heater System.
  • Manage and supervise all commissioning activities, including system checks, pressure testing, equipment startup, and performance testing, ensuring compliance with safety and quality standards.
  • Lead the team in functional and operational testing of equipment such as pumps, control systems, burners, heaters, and safety systems.
  • Supervise the commissioning of integrated control systems and instrumentation, ensuring the system functions according to the specified design criteria.
  • Lead and manage a team of commissioning engineers, technicians, and contractors, ensuring all team members understand their roles, responsibilities, and timelines.
  • Oversee the day-to-day activities of the commissioning team to ensure smooth execution of all tasks as per schedule and early identification of any potential issues.
  • Identify and troubleshoot technical issues during the commissioning process and ensure prompt resolution to prevent delays.
  • Work with the vendor, engineering and technical teams to investigate and resolve any discrepancies or malfunctions with the Hot Oil Heater System or its components.
  • Perform risk assessments and develop safety management plans for the commissioning phase.
  • Prepare and deliver regular progress reports to senior management and key stakeholders, highlighting achievements, delays, risks, and any corrective measures taken.
  • Document all commissioning activities and ensure that all required documentation is completed and submitted.
  • Provide post-commissioning support (such as start-up) to operations personnel in lining up the HO heater units (from old to new), ensuring that the Hot Oil Heater System operates according to the design specifications and performance criteria.

Qualifications:

  • Minimum Bachelor's degree in chemical or mechanical engineering or a related technical field.
  • Proven experience in commissioning hot oil heater systems or similar equipment.
  • Experience with system integration, troubleshooting, and managing multi-disciplinary teams in the commissioning phase
  • Strong understanding of refinery operations, process systems, and safety protocols.
  • Strong project management and leadership skills with the ability to manage and motivate commissioning teams.
  • Excellent verbal and written communication skills for report writing, presentations, and interfacing with various stakeholders
  • Ability to make decisions under pressure and troubleshoot complex problems during commissioning.
  • This is a contract role for 5 months.
