We are seeking an innovative Data Architect who has rich experience in visualizing and designing our organisation's enterprise data management framework, which describes the processes used to plan, specify, enable, create, acquire, maintain, use, archive, retrieve, control, and purge data. He or she would be required to design, manage, and secure the organisation's data architectureto ensure efficient, accurate, secure data flow across various operational and strategic systems, and aligns with enterprise strategy and related business architecture[1]. On the executional front, he or she would also be required to spearhead data governance program and implement robust data architectures for operations and strategic decision-making.

The ideal candidate should have a deep understanding of data management, system integration, and analytics within a secure, mission-critical environment. The role requires balancing technical expertise with military operational awareness to ensure data-driven mission success.

The detailed key responsibilities include:

  • Data Architecture Design: (1) Develop and implement scalable and secure data architecture. (2) Design and maintain data models, schemas, and data integration workflows to ensure optimal performance across all military systems.
  • Data Integration and Management: Create and manage data pipelines to integrate structured and unstructured data from multiple sources, including sensors, operational databases, and command systems. Determine data management frameworks to be used, including RDBMSes for transactional and operational processing; data warehouses, data marts and data lakes for analytical processing; and end-user data querying and visualization tools.
  • Data Governance and Standards: Establish and enforce data governance frameworks and policies to ensure data quality, consistency, and compliance with military regulations. (2) Promote data governance literacy and usage within RSAF. Outline the data standards and principles that govern data management across data environments, including hybrid on-premises and cloud.
  • Collaboration and Stakeholder Engagement: (1) Collaborate with stakeholders (IT teams, commanders, decision-makers) to align data architecture with mission objectives. (2) Work with analysts and data scientists to facilitate AI/ML. (3) Work with data governance stakeholders to achieve data readiness
  • Training and Documentation: (1) Develop documentation and provide training to ensure proper implementation and maintenance of data architecture. This includes data artefacts that are required for data governance and management.

The skills required include:

  • Data Modeling and Design Techniques: Competent in data modelling techniques (i.e. Star Schema, Snowflake Schema, ERD diagrams) to design comprehensive data models that reflect complex business scenarios.
  • Proficiency with Database Design: Knowledgeable on database design theories (i.e. Relational model, normalization, anomalies) in order to design data pipelines that facilitates AI/ML integration and big data solutions. Having some programming knowledge for creating databases (i.e. Microsoft Access) would be preferred.
  • Data Management, Governance and Compliance: Familiarity with data governance processes, data management and compliance frameworks, in order to develop appropriate data governance policies for the organisation that maintain data quality, security, and privacy.
  • Effective Communication: Able to collaborate closely with stakeholders including business leaders, IT professionals, data scientists, and developers. They also have to translate business requirements into technical specifications, and vice versa.
  • Minimum 7 years experience in data architecture
