Job overview:

Utilities Engineer is responsible for the entire Utilities System (Steam Boiler, Nitrogen System, Natural Gas, Compressed Air System, Potable Water System, Process Water System, NEWater System, Soft Water System, Purified Water System, Fire Protection System) to support the Project Stage and the normal Routine Operation.

To design the system that will be able to meet the User Requirement Specification and other regulatory requirements.

To support the day to day operation of Utilities System and act as the Subject Matter Expert.

Main duty:

A. Project Stage

• Responsible for the design, value engineering, equipment selection, installation, pre-commissioning, testing, commissioning and qualification of Utilities System.

• The individual is expected to be actively involved and at times doing multiple roles to support the overall success of the green field project startup.

• Responsible for leading and meeting the timelines for the completion of Utilities System.

• Responsible for liaising with QPs and authorities to all related Utilities submissions and permitting.

• Responsible to review & approve design drawings/specs/calculations

• Responsible to update and amend some info on the SOW

• Responsible to package the design drawings to send out for the built scope

• Responsible to review technical proposal and respond to technical clarifications

• Responsible to perform technical scoring and bidder shortlisting

• Responsible to draft supplier selection recommendation

• Responsible to review & approve Inspection Test Plan and Quality Plan

• Responsible to review & approve Method Statement

• Responsible to review & approve shop drawings / catalogues / datasheets

• Responsible to review & approve contractor's mock up and first of kinds

• Responsible to ro redlined markup, check on contractor's closed punch items and sign off

• Responsible to review as-built drawings

• Responsible to review & approve contractor's slide pack for training & arrange training with users

• Responsible to review & approve contractor's handover dossier pack, then sign handover form.

B. Routine Operation

• Responsible for leading the site routine operation/maintenance of Utilities System. Act as a Subject Matter Expert representing the entire site.

• Responsible for the development and implementation of effective and efficient maintenance program. This includes preventive maintenance, predictive maintenance and spare parts strategy.

• Responsible for leading an investigation and root cause analysis of Utilities System. Identifying effective corrective and preventive action plan.

• Responsible for Change Control management of Utilities System.

• Responsible for reviewing and updating site Standard Operating Procedure for Utilities System.

• Responsible for initiating and implementing engineering projects that will maximize efficiency and reliability.

• Responsible for updating related drawings, managing related technical documents and operation records, reviewing and updating each year, and meeting the requirements for related authorities.

• Responsible for the formulation and implementation of annual and monthly operations and maintenance plans for Utilities System and related document records to ensure timely updates, completeness and effectiveness of the maintenance program.

• Responsible for PUB and NEA authority submission, act as Water Efficiency Manager of the site.

• Control and reduce consumption of water, electricity and steam to meet energy saving requirements.

• Responsible for on-site 5S improvement and EHS requirements.

• Manage, nurture and guide subordinate employees, and conduct effective assessments.

• Build a high-efficiency team and bring out the initiative, enthusiasm and creativity of each team member.

• Effective inter-departmental communication and collaboration.

• Cultivate and train subordinate employees to improve work skills and work efficiency.

• Other work arranged by the section head, Utilities Operations.

Job requirements:

• Bachelor degree in Mechanical / Chemical / Environmental Engineering and other related majors, more than 8 years of relevant work experience in large pharmaceutical, petrol chemical or semiconductor environment on installation and operations experience.

• Have an in depth experience for the design and installation of Utilities System as part of green field project startup.

• Have experience in general utilities operations and maintenance or engineering construction, have certain organizational management, communication and coordination skills, and have a strong team spirit.

• Ideally, individual with green field startup experiences will be an advantage for this role.

• Good problem-solving skills and be able to guide and supervise the work of subordinates. Responsible for assignment, assessment and motivation of subordinate employees.

• Be able to lead by example and have a strong sense of responsibility and can withstand strong work pressure with given timeline.

• Proficient in operating Office software, and have the ability to review construction technical plans and equipment technical negotiation.

• Have the ability to read and write in English, and be able to communicate in English fluently.
