Summary

Supervise site Commissioning Engineer and subcontractors’ job, on behalf of Company to communicate with customers and subcontractors on site.


How Will You Be Contributing to Our Success?

  • Prior to commissioning phase, make necessary preparation for site kick off meeting: elaborate commissioning work schedule; issue related document site team organization & execution plan covering schedule, quality, safety and site management (CCMP, ITP, HSE Plan, Overall Commissioning Schedule, etc), consolidate all the information of the projects from project team and technical design authority, through delegated meeting, collect all the capitalization from other project for the lessons learned on the project for commissioning.
  • Define and co-ordinate the Commissioning Supervisors activities, monitor and audit the commissioning activities and work performed by the Commissioning Supervisors reporting to him, Evaluation of performance for discipline engineer.
  • Follow up the CCI progress timely and proper PID check by discipline engineer on job site, create, develop and keep monthly update the schedule and progress with activities properly linked , required format and usage of the Global WBS.
  • Provide technical assistance and support to contractors to ensure the proper understanding and application of AL standards and procedures; EIS shall be strictly followed up and validated without any deviation. Control the numbers of PSSR blocking point by self-inspection/review frequently.
  • Guarantee and monitor management of Intellectual Property (IP)
  • Animate and co-ordinates HSE activities: define and update the Site HSE Plan, ensures the compliance with its requirements; perform safety inspections; open, control and follow-up on the treatment of safety event; take corrective/preventive actions and follow-up on the treatment of accidents and/or unsafe situations following safety audits; have the authority to notify any engineers and contractor to immediately suspend its work or part of its work if the hazard in question constitutes a serious and immediate threat to the safety of persons or property, behavior safety visit would be implemented on site.
  • Quality Assurance and Quality Control: define and update the CCMP and ITP or/ Checklist, ensures compliance with its requirements; perform quality inspections; open, control and follow-up on the treatment of non conformances and/or anomalies; report on quality activities (including indicators such as NCR, FDN, etc); take corrective/preventive actions and follow-up on the treatment of non conformances and/or anomalies following quality audits.
  • Reliability management to reduce startup level even（SL）: implement proper ITP / checklist and make proper forecast on the schedule management；open, control and follow-up on the treatment of SL event; take corrective/preventive actions and follow-up on the treatment of event .
  • Organize, file and maintain project site documentation, make available the updated master documents by the end of commissioning works.
  • Collect lessons learned during commissioning and prepare the commissioning capitalization meeting by presenting the lessons learnt before other departments. Then consolidate the major points for other projects learned.
  • Propose evolution to codes and standards related to commissioning works, prepare training materials for newcomers, share the knowledge and experience within the group.

Who Are We Looking For?

  • Bachelor degree in engineering (chemical / process/machine/automatic) or above.
  • At least 8 years experience in Commissioning for chemical industries and/or Process control experience on ASU and/or chemical plant.
  • Good man-power management and communication skill.
  • Good Safety Awareness and Quality management skill.
  • High flexibility and mobility to work on different place, include international.
  • Strong knowledge of Air Separation Unit construction methods.
  • Good management, organization and coordination skills.
