JobSummary

Job holder is responsiblefor the second line of defence responsibilities related to CreditRisk, which involves oversight and challenge of risk managementactions from the First Line, including thefollowing:
  • The Group's EnterpriseRisk Management Framework ("ERMF") with regards to Credit Risk,which sets out the Group's approach to risk management and thecontrol framework within which risks are managed and risk-returntrade-offs are made. Ensure that the relevant first and second lineowners understand and accept their risk managementresponsibilities.
  • The Group's Risk AppetiteFramework, with regards to Credit Risk, which sets out the Group'sappetite to material risk types that it is exposed to. Jobholder,monitor compliance to Board approved risk appetite using the riskinformation report covering principal risk-types Credit Risk; andhighlight significant matters to the attention of senior managementand senior risk committees.
  • Ensure a robusteffectiveness review process for the ERMF with regards to CreditRisk and escalate significant matters and/or gaps in ERMFimplementations to senior management and the relevant Board levelcommittees as relevant.

Wholesale lending decisionresponsibilities

Beingresponsible for final credit decision for wholesale lendingfacilities pertaining to CIBSingapore.

KeyResponsibilities

To assist SCOSingapore to achieve the following:
  • Ensuring that the quality of Business Credit Applications(BCAs) meets Group standards, particularly with regards to thecompleteness and depth of risk analysis.
  • Approving breaches of Portfolio Standards, to the extentpermitted by Credit Policy.
  • Formulating andobtaining approval of Portfolio Standards which is supportive (fromcredit risk perspective) of the business strategy of varioussegments.
  • Ensuring timely submission andaccuracy of Singapore credit portfolio data to the Risk Committee.These
  • include, but may not be limited to, thefollowing:
    • Risk MI reports
    • All approved exposures in CIB (as required by localregulator Reporting)
    • Details of approvedbreaches of Group and Local Credit Policy (including details ofmitigating circumstances)
    • Country Riskexposure
  • Monitoringcompliance with credit policy and Portfolio Standards a monthlybasis at least and reviewing any divergence thereof with the CEO,Client Coverage (CC) Head/Segment Heads to ensure credit qualitytargets are achieved.
  • Ensure Early AlertReview ( " EAR ") process adhered to and lead monthly EARdiscussions.
  • Ensure compliance to theOperational Risk Framework including the effective application ofrisk toolkit (self- assessment), KRIs, KCSs, etc) andreporting.
  • Assess the credit risk profile ofthe CIB Singapore portfolios, maintaining alignment with riskappetite by rebalancing of risks or controls that may be requiredin response to internal and external factors.
  • Initiate stress tests as required by internal andexternal factors and review results and assess theirimplications.
  • Ensure that effective managementresponse plans are in place to respond to extreme but plausiblescenarios.
  • Uphold the integrity of risk/returndecisions, by challenging business to demonstrate that riskorigination and control decisions are properly informed andconsistent with strategy and risk appetite.
  • Direct appropriate response to material events or otherrisk issues that come to Senior Credit Manager, CIB Singaporeattention.
  • Exercise risk controlresponsibility for Credit Risk for CIB Singaporeportfolios.
  • Ensure risk capabilities areobjective, consistent and compliant with applicableregulations.
  • Ensure that material riskexposures and related issues are reported to the responsiblegovernance committees and to Group and business-level committees asappropriate

Skills andExperience

OurIdeal Candidate
  • Experience: 10+ years of relevant corporate creditexperience, including demonstrated success in a similarrole.
  • Risk management and control:demonstrated track record in successful management and ability tomanage risk in geographically dispersed and highly varied productbase. Expertise in process design and control.
  • Regulatory framework and requirement: awareness andunderstanding of the regulatory framework in which the firmoperates and the regulatory requirements and expectations relevantto the role of Senior Credit Manager
  • Bankingtraining: Role specific training which are mandatory anddevelopmental
    • Risk managementframework
    • Core credit curriculum
