What does the Advisordo?

Working closely with the Director andPrincipal Advisors, the Advisor applies their skills and knowledgeacross a range of strategic activities, such as use of evidence inintervention development and improvement, evidence synthesis,evaluation, and advancing implementation science.

The ideal candidate will have strong expertise inevaluation and research methods, with capacity to translatefindings into feasible actions for real-world implementation. Theywill be passionate about and committed to using their skills toimprove policy and service delivery that affects people’slives.

CEI provides government, service sectorand philanthropic decision-makers with rigorous data analysis andfeasible solutions to support them in improving the lives of peoplefacing adversity. The Advisor supports these projects, usingrigorous methodology applied to real-world research andevaluation.

Working closely with the Directorand Principal Advisors, the Advisor applies their skills andknowledge across a range of strategic activities, such as use ofevidence in intervention development and improvement, evidencesynthesis, evaluation, and advancing implementationscience.

The Advisor supports CEI’s partners inSingapore and regionally to evaluate policies, programmes, andservice models: conducting evidence reviews (e.g., evidenceinsights, landscape studies, rapid reviews); developing theory ofchange and programme logic models; conducting andoverseeing data collection and analysis; report writing,facilitating workshops; coaching and advising on methods andapproaches; developing implementation plans and presentations offindings. The Advisor also contributes to project management,research activities and publications – as required by CEI’s projectportfolio. 

Key areas ofresponsibility

Key areas ofaccountability are outlined below. Other duties will be performed,as required.

As part of a global organisation,there may be occasions when work and meetings will be conductedoutside regular business hours, and this role may involve workingon projects and initiatives across CEI’s offices, i.e., workingvirtually with our UK or Australian teams.

Evaluation and enhancement of programs andservices
  • Contributeto the design of evaluations, including impact, implementation, andprocess evaluations.
  • Design data collectioninstruments and systems (e.g., surveys, qualitative interviewschedules, administrative data collection), including researchingand selecting validated measures.
  • Undertakeinterviews and focus groups and oversee surveyadministration.
  • Analyse qualitative andquantitative data.
  • Conduct Theory of Changeworkshops with stakeholders and funders and produce ProgramLogics.
  • Contribute to the development ofevaluation methodology, including hybrideffectiveness-implementation designs.
  • Provideimplementation support for evidence-informed programs and services,including supporting implementation teams and training, andcontributing to the development of implementation plans.
  • Establish monitoring and evaluation processes to measureimplementation quality.
  • Prepare evaluationprotocols and plans, research ethics committee applications, anddata management documentation and plans.
  • Contribute to reports, summaries and presentations for avariety of audiences, including academic audiences, policymakers,program managers and practitioners.
Evidencesynthesis
  • Contributeto the design of evidence syntheses, including systematic reviews,rapid reviews, scoping reviews, and evidence and gapmaps.
  • Design search strategies for systematicreviews, rapid reviews, scoping reviews and evidence and gap maps,and undertake searches of academic databases and greyliterature.
  • Design screening criteria andundertake and oversee screening of literature, using Covidence orsimilar systems.
  • Extract data from screened-instudies and oversee the work of other team members.
  • Summarise extracted data and write researchsyntheses.
Projectmanagement
  • Projectplanning and organisation, including coordinating project teams andresources, setting up timetables and project management systems,identifying project risks, budget monitoring, setting up invoicingand contracts.
  • Regular reporting to andliaising with clients and funders.
  • Undertakeconsultations with key stakeholders, service providers andclients.
  • Adhere to CEI quality control andgovernance processes.
CEI business operation anddevelopment
  • Contribute to the preparation of competitive tenders,project proposals and grant submissions.
  • Prepare reports, publications and project overviews forCEI publications (e.g., website and newsletters).
  • Participate in, and contribute to, CEI’s internaloperations, activities and processes – such as team meetings,knowledge exchange and performance tracking.
  • Support the development and maintenance of strongstakeholder relationships.
  • Contribute to CEI’sthought leadership in implementation science andevaluation.
Healthand safety requirements

  • Solidexperience in research and evaluation roles, including strongskills in gathering, translating, and communicating evidence forpolicy and practice.
  • Proven capabilities inproject management and organisational skills, with an ability tomanage multiple tasks in a dynamic environment and producedeliverables on time.
  • Sound understanding ofrigour in evaluation and evidence synthesis.
  • Demonstrated experience in at least one of the followingcontent areas: child and social welfare, education and training,early years, parenting and families, justice, internationaldevelopment, health and mental health, housing and homelessness,philanthropic practice; and willingness to quickly developexpertise in other areas.
  • Excellent writtencommunication skills, including strong capabilities in synthesisingand communicating research to non-expert audiences.
  • Excellent verbal communication skills and the ability tocollaborate with a broad variety of stakeholders from policy,research, and practice with gravitas and sensitivity.
  • Strong interest in the philanthropic sector; awareness ofkey sector trends.

Qualifications/accreditations
  • Postgraduate degree with asignificant research component in Psychology, Economics, SocialScience, Health or related disciplines, or an equivalent level ofscholarship (through at least 4 years of workexperience).
