Role Overview:

The Head of Project Management will lead the successful implementation of BIPO's Human Capital Management (HCM) solutions and global payroll outsourcing projects. This role requires expertise in HRMS/HCM system deployment, multi-country payroll compliance, system integrations, and digital transformation strategies. The candidate will drive process optimization, automation, and seamless execution of HR and payroll projects while ensuring stakeholder alignment and regulatory adherence.

Responsibilities:

HCM Implementation & Digital Transformation

· HCM Implementation & Digital Transformation Lead end-to-end HCM system implementation projects, including HR modules such as Core HR, Payroll, Leave, Benefits.

  • Oversee system configuration, data migration, testing, and customization to meet client requirements.
  • Ensure seamless integration of BIPO's HCM solutions with third-party ERP, payroll, and financial systems.
  • Collaborate with internal and external teams to enhance system functionality, user experience, and automation.

Global Payroll Outsourcing & Compliance

· Oversee multi-country payroll implementation, ensuring compliance with local labor laws, tax regulations, and statutory requirements.

· Develop standardized payroll process protocols to enhance efficiency, automation, and accuracy.

· Ensure payroll compliance with GDPR, data security policies, and country-specific labor laws.

· Work closely with compliance teams to optimize payroll workflows and mitigate risks.

· Manage vendor relationships and coordinate with external payroll providers to ensure smooth payroll operations.

Team Leadership & Talent Development

  • Lead a team of Functional and Technical Consultants, ensuring alignment with regional and segment expertise.
  • Lead initiatives for consultant professional development, enhancing technical and industry expertise to maximize client value.

Customer Engagement & Risk Management

  • Serve as the primary escalation point for regional customer concerns, identifying and mitigating project risks quickly.
  • Foster a proactive customer engagement strategy to enhance client satisfaction and build strong references.

Cross-Functional Alignment & Continuous Improvement

  • Facilitate communication between Product and Services, ensuring alignment between customer commitments, product roadmaps, and release schedules.
  • Champion a culture of continuous improvement, refining delivery frameworks, governance models, and cross-functional collaboration with IT, Product, and Support teams.

Requirements

  • Proven leadership experience in professional or managed services
  • Deep expertise in SaaS and cloud-based software implementations as an executive within IT/HR industries.
  • Solid understanding of multi-country payroll operations, tax and labor regulations, and statutory compliance requirements.
  • Strong project management skills with experience in handling enterprise-level HR and payroll transformation projects.
  • Strong stakeholder management skills, with experience liaising across internal teams, clients, and external partners.
  • Commercial mindset with proficiency in project scoping, cost optimization, and resource planning.
  • Comprehensive knowledge of technical, functional, and project management disciplines.
  • Structured and programmatic approach to execution, ensuring efficiency and best practices.
  • Bachelor's degree in business, Computer Science, Information Technology, or a related field.

· Proficiency in English and Chinese (Mandarin) to effectively communicate with stakeholders at different levels across various regions.
