Summary

The position serves as a Foreign Affairs Specialist in the International Engagement Branch (AIR-042) within the International Office of Aircraft Certification Service (AIR).

Duties

The incumbent performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities. Accomplishes mission objectives by integrating the work of multiple organizational units, projects, and programs. Promotes agency objectives in a culturally diverse environment based on experience and knowledge of socio-political trends and pressures that influence aviation development.

Applies experience and comprehensive technical knowledge to accomplish assignments, to develop plans and techniques, to improve program and policies, to solve complex problems and to develop improved technical processes or systems. The incumbent is responsible for the evaluation, development, management and coordination of bilateral aviation safety agreements with foreign governments. Provides leadership, direction and management in the implementation, execution, and review of matters pertaining to bilateral aviation safety agreements. Develops and implements a plan for revision and updating of existing bilateral airworthiness agreements. Develops, researches, and drafts factual and analytical materials relating to highly complex international programs. Develops policy and guidance documents that convey government requirements and/or guidance to internal and external stakeholders. Assists in development of performance metrics and analyzes the effectiveness of existing aviation safety policies.

Contacts are internal and external. The incumbent designs and manages bilateral system assessment or technical evaluation programs in collaboration with other Aircraft Certification Service (AIR) offices. Routinely confers with and advises high-level officials of foreign governments and aviation industry regarding FAA certification procedures and policies to facilitate and influence the reciprocal acceptance of aeronautical products.

Represents the agency, Department, or the . Government at international meetings and conferences. Represent the office and/or agency in negotiating new agreements and advancing or defending sensitive agency issues or positions among the Departments of Transportation, State, and other . Government agencies, as appropriate.

Establishes and maintains effective communications with industry and FAA stakeholders, relevant . government agencies, and foreign civil aviation authorities in an effort to further the understanding and coordination of the Service's international objectives. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. The work activities typically impact directly on the objectives of one or more major subdivisions, the LOB/SOs and may have an impact on the objectives of the FAA.
