Manager/Senior Manager, Capability Planning

The individual will be part of a team that oversees capability-building in the social service sector. This includes enhancing the organisational capabilities of Social Service Agencies (SSAs), developing capacity and capabilities of sector leadership and strengthening competencies and capacity of sector manpower. The key objective of this role is to work with SSAs so that they are able to deliver quality and efficient social services to service users.
[What you will be working on]
Develop and drive strategies to strengthen organisation capabilities in the social service sector
- Conceptualise plans to strengthen the sector’s capabilities and monitor the sector’s strengths, weaknesses, opportunities and threats
- Maintain strategic oversight of the sector’s needs and government directions
- Develop and monitor key metrices to measure and communicate progress to stakeholders
Work with internal and external stakeholders to implement strategies
- Facilitate the development of workplans for the NCSS Capability Group
- Review and continually improve Standard Operating Procedures for the administration of capability-building schemes funded by the Community Capability Trust, and provide guidance to NCSS capability implementation teams that work directly with SSAs to build their capabilities through these schemes
- Review SSA’s feedback and user journey of NCSS’ schemes, develop and implement recommendations to enhance SSAs’ experience working with NCSS, e.g. streamlining of funding schemes for SSAs.
- Lead projects to improve processes and enable efficient information sharing within NCSS Capability Group and support NCSS implementation teams in working with SSAs, e.g. through enhancing data and knowledge management, preparing communications materials
Review the impact and effectiveness of capability-building efforts
- Conduct programme and impact evaluation of capability-building schemes and share insights with internal and external stakeholder

The successful applicant is a driven and collaborative individual with a keen interest in organisational health and transformation in the social service sector. He/she has strong capabilities in system thinking and effective in stakeholder engagement.

Experience:
Min 3-5 years of relevant experience in sector planning, policy development and/or OD-related or consulting experience
Candidates with at least 7 years of experience may be considered for Senior Manager Position
