Overview of Division/Department

'- Leading global bank with one of the largest customer bases in Japan, and an extensive international network covering financial and business centers around the world.

  • The bank is consist of 30 branches across 15 countries in APAC and set up the Regional CXO (CIO (IT), COO (Operation) and CCO (Compliance)) teams to address current critical challenges. and Regional CIO team will contribute on achievement of business growth strategy to provide for strong standardized systems and enterprise architecture.
  • Regional CIO team (APAC) set the large scale IT transformation programme, which scale is maximum 500 Man month (for resource assignment) and 7 years
  • This role will see you engage in on their most important challenging issues including such Transformation programme in APAC to build the strong backbone of APAC's growth ambition (including drastic improvement for regional IT skill and capability)
  • This Transformation mainly will realize follows by regional leadership
1.Systems - Strengthen technology foundations, by building target state enterprise architecture, consolidating core functionality from all APAC branch system
2.IT delivery model - Identify and onboard strategic partner with the capabilities to deliver the new regional systems utilizing on/near/off-shore properly
3.IT operating model - Design and implement and Run & Manage a new fit-for-purpose IT operating model
4.IT governance and communication - Build the efficient communication rules to govern between Regional and each country/branch in APAC

Job Responsibilities
This role is responsible for a executive director of regional CIO office, which you will be instrumental in executing the regional IT strategy across our regional operations supporting regional IT transformation project through

  • APAC IT Strategy Management and Improvement (including reporting directly to the regional CIO)
  • Support to accelerate "IT Transformation" key initiatives
  • Lead and management of the CIO Office team

As key action as above, you will help drive the implementation of technological solutions that align with both local and global business objectives.


  • Detail
1) APAC IT Strategy management and improvement
a) Maintain APAC IT Strategy - come up with ad-hoc strategy
1.Keep abreast with the latest trend of financial industry and our initiatives on
digitalization and innovation to support the development of strategy on digitalization and
innovation (Such as Gen AI, Fin-tech solutions) to adopt business strategy change
2.Provide support for Asia Pacific Regional CIO to develop, implement and track the
strategy of technology, including prepare annual strategy paper
3.Manage the prioritization for key initiative based on business and market situations
b) Communication with Stakeholders with Head Quarter (Tokyo), Others regional CXOs and Country CIOs, etc.
1.Updated and Published APAC IT Strategy periodically
2.Define the efficient communication structure (meeting cadence (regular/irregular),
a commutation route list) and explain Headquarter and other branches to align to our strategy
c) Meeting Management / Regular Status Update
1. Define efficient meeting structure of Regional IT meetings, committees and PDCA lifecycle
to accelerate key projects in terms of regional governance point of view.
2. Facilitate the regional meetings and committees to align related stakeholders
3. Monitor and support each regional and branch CIO action and task progress based on APAC IT Strategy
2) CIO Office team Planning / Management
a) Create CIO office KPI

  • Manage progress and status of the regional CIO key initiatives based on regional CIO Fiscal year plan
and follow up/trace regional CIO key initiatives

  • Prepare for status report to Regional CIO and advise for action plan
b) Budget Control / Allocation

  • Collect budget requirements from each CIO team
(Application , Infrastructure, IT Service management and Project management team)

  • Create CIO Office budget plan and socialize with regional corporate planning team
  • Monitor and control CIO Office budget status
c) Head Count control / resource allocation / Hiring

  • Define resource planning and allocation and hiring process to align with regional CIO
  • Monitor Head count and status alert and create/update resource plan
based on the progress and status of key initiatives and APAC Strategy

  • Prepare for Job Description and escalate senior management for hiring approval
3) Ad-hoc Planning
a) Any ad-hoc planning matter

  • Execute and Support adhoc tasks planning and management based on senior management strategy updates
or priority change

  • Monitor and followup adhoc tasks to the CIO team members and other CIO teams
(Application, Infrastacture, Enterprise Architecture, Cyber security, etc.)
b) Events like workshop

  • Planning and facilitate Regional CIO workshop and technology events to improve IT capability for all IT members
  • Build the relationship with the IT vendors to capture the event for technology updates
c) Optimization and efficiency of the work environment
