Duties:


In this position you will collaborate with a Team of Network Professionals and serve as an IT Cybersecurity Specialist for IT Network Infrastructure, responsible for the planning, analysis, design, development, testing, configuration, installation, implementation and integration of networked systems used for the transmission of information in data, voice and/or video formats.

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team

Typical work assignments include:

  • Participating in the acquisition process of largescale IT contracts and intergovernmental agreements as Contracting Officer's Representative (COR), and developing IT acquisition packages (e.g., Market Research, Performance Work Statement, Procurement Request, etc.).
  • Developing project plan, schedules, technical installation, and implementation plans to procure, configure, deploy, and maintain IT systems.
  • Utilizing a risk management framework to identify and monitor potential IT system deployment and life cycle sustainment project risks and reacting to issues in accordance with the prescribed risk strategy.
  • Generating and updating IT system level life cycle cost estimates.
  • Interacting with peers, vendors, and other stakeholders as lead of project and acquisition information processes and technology (IPT).

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
A.

Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.

B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.

Recruitment Incentive - Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of
10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement.

"Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.

  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position requires a Secret clearance.
  • A oneyear probationary period may be required.
All qualification requirements must be met by the closing date of the announcement.

Qualifications:

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.

Specialized experience must include the following:

  • Participatiing in the acquisition process of large-scale IT contracts and intergovernmental agreements as Contracting Officer's Representative (COR), and develop IT acquisition packages (e.g., Market Research, Performance Work Statement, Procurement Request, etc.).
  • Utilizing a risk management framework to identify and monitor potential IT system deployment and life cycle sustainment project risks and reacting to issues in accordance with the prescribed risk strategy.
  • Developing project plan, schedules & technical installation and implementation plans to procure, configure, deploy, and maintain IT systems.
  • Coordinating and overseeing the execution of a supply chain system level procurement and replenishment strategy specific to the IT system and its lifecycle stage.
  • Generating and updating IT system level life cycle cost estimates.
  • Interacting with peers, vendors, and other stakeholders as lead of project and acquisition information processes and technology (IPT).

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.
