The Vendor/Health and Safety Consultant will be responsible for:

  • To the extent applicable, discharge all responsibilities imposed by Applicable Law on H&S Supervisors engaged at construction sites;
  • Assessing the planning processes and procedures the General contractor/Project Developer has put in place to ensure Contractor compliance with the Construction Safety Management Programme (CSMP).
  • Providing the oversight, measurement, and assurance of the Contractors implementation of and conformance with the project-specific CSMP for the duration of the Construction Work.
  • Reviewing, assessing and verifying Contractor fulfilment / provision of the CSMP elements onto the entire Construction Work.
  • Ensuring that the General contractor and their Contractors for the duration of the construction works:
  • Have the necessary competencies and resources to carry out the Construction Work safely;
  • Have made any H&S appointments required by the Applicable Laws;
  • Carry out the Construction Work in accordance with the baseline risk assessments and CSMP documentation;
  • Cooperate with the Global Data Centre and e commerce clientdirect Contractors to enable each of those Contractors to comply with applicable H&S measures and any Applicable Laws;
  • Implement and maintain the Contractors' CSMP, in accordance with that CSMP, any applicable Global Data Centre and e commerce client's H&S requirements including Global Data Centre and e commerce client's H&S COVID requirements as well as any Applicable Laws and make available on request to Global Data Centre and e commerce client, an employee, inspector or contractor any relevant documentation.
  • Ensuring the Contractors' CSMP and uptodate H&S file are available in the site office at all times (assessed during site visits).
  • Ensuring cooperation and coordination with any/all clients working on the Project to enable said Suppliers to comply with the Contractors' CSMP, and Applicable Laws;
  • Ensuring implementation of Global Data Centre and e commerce client's COVID19 Policy requirements, as well as any additional applicable laws pertaining to the COVID19 pandemic.
  • Ensuring provision of a Leadership Commitment Statement and/or Project H&S Policy exists in the CMSP.
  • Supporting the Global Data Centre and e commerce client Construction Manager in project meetings (i.e., with General contractor/Developer, Architect, Contractor).
  • Conducting regular (i.e., daily) site walks of all active work areas to visually assess construction work activities.
  • Conducting a documented weekly Health and Safety Audit using Global Data Centre and e commerce client construction zone inspection tools.
Health and Safety Audit reports should include the following details (at a minimum):

  • Observations and instructions arising from the weekly audit including, but not limited to, any non-conformance with the Contractors' CSMP, or non-compliance with statutory requirements;-
  • To the extent that any health and safety incidents have occurred on site, details addressing the Contractor's root cause findings along with corrective and containment actions applied;-
  • Status of compliance with client COVID-19 Policy requirements;-
  • Details of all Contractors working on site (i.e., name, point of contact, trade, contact details);-
  • Confirmation that relevant H&S plans and files are current, approved, and made available to the Project Safety Committee(s) and project personnel.-
  • Ensuring that a copy of the weekly Health and Safety Audit is provided to the Global Data Centre and e commerce client Construction Manager within seven (7) calendar days after the audit, or earlier as needed;
  • Immediately stopping any Contractor employee(s) from executing construction work which presents an 'Imminent Danger' to involved and/or affected personnel, or facilities.-
  • Ensuring that the General Contractor is maintaining project health and safety files, as required by Applicable Laws and Agreement between Clients and Contractor.-
  • Stopping any Contractor from executing Construction Work, which is not in accordance with the Contractors' CSMP for the sites, which poses a threat to the H&S of persons or which is not in compliance with the Applicable Laws. The Global Data Centre and e commerce client Construction Manager should be informed as soon as possible of any such stoppages
Managing Construction Incidents and Near Misses on the Construction Site


The Vendor should assess the Contractor's management of incidents occurring on the construction project against client and local legal requirements, and procedures included in the General Contractors CSMP.


This includes, but is not limited to:

  • Reviewing the Contractor's incident investigation management, investigation root cause analysis. The Vendor should provide recommendations and advice to the Global Data Centre and e commerce client Construction Manager on preventative measures that should be implemented by the Contractor to prevent reocc
